I can argue that Andreen has played the role of political hitman and a lot of people in Encinitas are scared to say anything in public that would catch his glare. That doesn't mean he can't make a good point. It is because he can (even if unfounded) that people are afraid.
I told Mike that if he responded to my inquiry about the chamber that I'd post it in full. It wasn't clear to me what he expected to be posted and what was background for me. I asked him to clarify and he said the whole thing could go up, so here it is. My comments are in italics.
As a quick preface; I am, was and will always be a 1099 Independent
Contractor in my work on behalf of the Encinitas North Coast Chamber
of Commerce.
Unfortunately, the old Chamber did not do as it committed on video
April 15, 2009 before the City Council. President ken Gross stated
clearly that the old Chamber has,"somebody to do an audit, in May
(2009) the only hold up has been that it is tax time."
Six months and one day later, Mr. Gross submitted a decidely
unindependent report that the CPA Colleen Walsh admits several times
in the cover letter is not an audit, nor analysis of 'how' the old
Chamber expended $91,000 in public monies operating the 'Visitor
Center' on behalf of the City of Encinitas in 2008.
There should be an independent and fully open audit run by the city or other agency. It would be interesting to see if the city, Andreen and the Chamber would all agree to make that an open process from start to finish.
Instead, they delivered a white-wash with absolutely no documentation
of the serious allegations Mr. Gross has made against myself, a 1099
with no access whatsover to finances, and former CEO Gary Tucker who
joined the old Chamber as the CEO in February 2007 when Mr. Gross, as
Treasurer for 2006, and President Dr. Michael Klein had to explain to
the board how the staff that they were responsible for overseeing had
driven the old chamber $47,000 into the red AND had not billed any
members for dues for nearly 6 months.
Gary Tucker was hired, after being away out-of-town for over a year,
to try and save the chamber.
Now, the old Chamber led by five executive board members and a CEO who
do not live in Encinitas, have submitted a report to the City that I
do not believe fulfills the legal requirements of the action taken by
the Encinitas City Council on 4-15-09.
I have formally called upon the City of Encinitas to reject
this...report; and require the old Chamber to have a real and
independent audit executed and submitted before receiving one more
penny of public money.
I don't recall Mike saying this sort of thing when he and Tucker were still at the Chamber?
Again, I am a 1099, and should never have appeared as a focus of an
'audit' of public monies expended in operating the visitor center in
2008. The allegations made against me are patently untrue and I can
prove it.
Why wasn't a truly independent audit done in 60 days by the old
Chamber and submitted to the City? Ask Mr. Gross and Mr. Weinreb.
Hopefully, they know.
As reported by the NCTimes, the city changed direction all of a sudden. They are now going to look at the issue in closed session out of the public's view. I would love to see that question addressed during a council meeting.

I am going to promote that we in Encinitas go to the San Diego County
Civil Grand Jury to ask for an investigation of ALL of the non-profits
that the City of Encinitas has given literally millions of dollars to
in the past 15 years, with little in oversight, nor auditing
whatsover.
The GJ might be the only entity that could bring a closure to this drama.
I am not afraid to see an independent true audit of the old Chambers
financials; but why is the Chamber alone in being required to execute
an audit? Shouldn't DEMA, Leucadia MainStreet 101, Cardiff MainStreet
and the million-dollar giveaway Encinitas preservation likewise be
required quarterly audits like Oceanside was just required to do after
a Grand Jury investigation? Is the 101 Czar accountable to the public
taxpayers?
I believe they should, and I hope the city council and city staff agree with me.
Mike might be trying to muddy the waters or warn people with his suggestion that all the nonprofits could become subject to more oversight. There are a lot of community boosters who have some ties to these groups. A lot of those boosters have ties to council peeps. Whatever his motivation, I agree with what Mike writes.
Democratic workings are at risk when the active portion of the community become afraid to stand up for good governement or call foul on bad behavior. There are a lot of people out there who think Dalager should not be in charge of a $100 million dollar budget but are afraid that not supporting him and speaking out will result in the end to special favors or the wrath of political hitmen.
This sort of reminds me of my kids - rather than admit guilt, they fink on each other!
ReplyDeleteDoes Mike actually think that other non-profits were run as poorly as the Chamber when he was involved? I sincerely doubt that, but as we know, Mike is very jealous of Peder Norby, who is involved in many of those organizations.
Mike should just admit to whatever he actually did, which is probably mostly just poor judgement, and move on, rather than trying to cast suspision around to other groups. Right or wrong, America forgives rather easiy - it is the people who don't admit mistakes that get disrespected.
From top to bottom this city is run by selfish assholes. Andreen you suck. All your cronies suck. Hell, your enemies suck. Please go away each and every one.

I saw numerous times at Council meeting were Mike and Gary was up there supporting causes that had nothing to do with Chamber business. They were kiss A&*s to better their position with the majority. I think Mike wants to be as well liked as Peter Norby. He just has a different approach about how to become that. Peter told me one of his big secrets once. "Never say anything bad about anyone." I think Peter is on to something. Maybe something better than "the biggest thing to hit Encintas". Whatever that mysterious notion was.

If you recall when this all started, Mike was the first to begin publishing via various news sources about "Old Chamber" vs "New Chamber". with all sorts of innuendo's and assertions.
Reasoning, to try and divert and divide the Encinitas business community to his "for self profit" Chamber it appears.
Check it out, is his new chamber a non profit? Is it registered with the US Chamber of Commerce? Is it run in a non partial way? Ie board of directors, etc. or is it better termed Mike's Chamber.
Yes 1099 but that does not mean that he did not influence or manipulate his position.

Mike did not like the report, and is now attacking Auditor with filed complaints to the CPA board, blasting her in the media with assertions of improper methods and creditability even threatening lawsuits.
Case in point to why & how he drives his agenda or what happens to people who go against him with a difference of opinion or something he does not like
The Audit or financial report truth:
Auditor Colleen Walsh was a independent had no ties to the chamber before or during said audit or financial report.
Colleen did not know Mike, Gary or have ties to the chamber.
Not until the report was completely finished did CPA Colleen Walsh join the chamber.
Why,
Colleen saw that she could help get proper accounting back on track, put in place check and balance system.
So I wish that Mike would just stop, move on and if he wants to do his thing do it.
He is hurting the business community, the city and private parties in the interest of what?
Norby's principle enables the council. The principle does not improve our city and it enables dishonest government. His attitude does well to keep taxpayer money flowing to him and explains why the council hand picked him. His attitude is self centered.
ReplyDeleteThe MainStreet programs are for more efficient with tax payers money than a Redevelopment agency. The DEMA has 400k in revenue with only 30k coming from the city. That is less than 10% The rest is self generated. They turn right around and pay 30k a year for extra sheriff law enforcement downtown to the city.
ReplyDeleteAs a Leucadia resident, I love what Encinitas has and is doing downtown and I love the streetscape plans (they’re both good) for Leucadia.
Keep Redevelopment agencies and their huge tax payer cost both in terms of staffing/office/pensions and give-aways to of tax dollars to corporate welfare, away from Encinitas.
Encinitas is the only city in the county that does not use redevelopment and it is prospering. Ask yourself why? Mainstreet is a far better idea, far cheaper for taxpayers than Redevelopment agencies and I thank the city for supporting them.
Mike is trying to scrape the mud and bad reputation he has andd throw it at other peolple and organizations that have good reputations. Why can't he just defend himself without going after others who are not involved in the chamber?
Burn it all down is his current thinking since he is odd man out.

The idea of an open process is great because it keeps Tuckers and Andreens from getting entrenched and puppetting for Jerome and Danny. We still have a Tucker running DEMA!

Do an audit. Andreen seems a bit evasive, wasn't he on the board voting to pay himself? It doesn't matter that he was paid as a 1099. Where was the City's monitoring of the audit that was promised...wasn't anybody following up and making sure it was a proper audit. What a waste of time and resources and now we get Sabine involved and closed sessions to hide the complicity of people who should know better..here we go again down the rabbit hole.

I did walk through the doors of the Chamber and ask G. Tucker those questions. BTW, Tucker assured me that the there was no mingling of monies. He did not offer to show me the books.
I have not done the same with DEMA. I'm still waiting to here back from one of the DEMA employees on another issue. I'm pretty sure that my last email to Long went unanswered.
I like that this is a real tough crowd, but even I said geeze to your comment. Everybody knows that JP and I don't get paid for this stuff, we have full time jobs and I sit on a SANDAG oversight board, right? Even if we were full time paid investigative reporters we can't get to everything.
It is up to everybody to pitch in and the more people involved the better.

I don't think Andreen bilked the Chamber for too much. Wasn't it something like $74,000 for 23 months of work? He oversaw and wrote much of Encinitas First each month and hand delivered it to thousands of homes. He was involved with Chamber membership and he hand held many of the new members in joining and making sure they got the ribbon cutting, article in the newsletter, etc.
ReplyDeleteOn the other hand, what did Tucker do in his tenure? I think a lot of the casual handling of funds and suspicious going-ons were his doing. Didn't he up his salary to almost double and was not forthright with the board? Why is he still skipping along merrily going to both the old and new chamber sundowners and avoiding any finger pointing? Yes, he's clueless but he should be taking a lot of the heat.
I agree with the comment about Tucker. He's sleazy and did a lousy job of running the Chamber. He should have been all over the financials and Chamber business. And what about Ken Gross? Where was he in all of this from 2006 to 2008? He's in the financial business -- where was all the oversite?

Both. I’d define the UC as a government run education & research institution.

I have both and UC is on a pension system. It is helpful to be in the pension system. It makes it harder for people who focus on the messenger rather than the policy issues when someone in the pension system calls for a truly pay-as-you-go retirement benefit.
I’ve been working on an editorial regarding the UC furloughs and pension benefits at the UC. I still have to confirm a few things the Chancellor told me, speak to a number of union folks and former UC profs, and do some more homework. It is tough to find the time (I take action on issues beyond Encinitas’ borders, for instance I’ve been involved in a voter’s rights initiative and I’m trying to get some momentum going for a train stop at Del Mar and this issue looks like a winner. ReplyDeleteNaw, Peder is about the most unselfcentered person I know. But it just so happens his good ideas, enthusiam and ability to communicate snowball and actually get wonderful things accomplished for many many people. Now and for decades to come. I can't begin to count the ways. But I'll give it a whirl.
When he took over DEMA as director in the late 90's, I had my doubts. the previous director had quadrupled DEMA's membership in only one month when he took over DEMA a few years earlier. Could Peder live up to that? And how!
Before he got involved in Encinitas he helped bring Legoland to Carlsbad. He opened a danish bakery on "First St." here and I think he fell in love with Encinitas then. Since then it's just gone uphill. He's been
* Instrumental in downtown's Streetscape, including the utilization of authentic elements that were here in the 1920
's (like sidewalk designs and classic streetlamps).
* Closely involved with the ressurection of our landmark ENCINITAS sign.
* Helped secure the current location of our superb library downtown as a board member of the Encinitas Library Committee (whom I work with closely along with Sheila Cameron, Ida Lou Coley, Bob Bonde and others.
* You can blame me and Sheila Cameron for changing the name of 101 and 1st St. to Coast Hwy 101and making uniting the name through Encinitas. We were also the first city to restore the classic 101 sheild sign to the hwy. But when it comes to promotion, you can blame Peder Norby and the 101 Association's push to have the state of California designate it an historic route, not only here but for the length of our state.
* More recently, you can point your finger largely at Peder for the acquision and preservation of the Boat Houses and the continuing efforts to improve them.
* Introduced the Arts Alive banner program and auction benefiting local artists and aesthetics of the community.
* Globally speaking, he's probably become the most self-sufficient resident of North County, from the solar panels on his roof that supply all his energy needs, to the two cars he drives that are powered from that same sunshine. What a great thing the city followed his example and got solar panels for city hall. Coincidence? Nope. Not to mention growing his own little vinyard on his property and making his own wine. Guess he does turn water into wine if you count raindrops.
* Peder also helped me personally sell the "Woody Bus" idea to NCTD that continues to promote 101 and public transportation. It's since won awards locally and nationally. I don't know how it may have gone if I didn't call a communcator like Peder and ask him to come with me to speak to the NCTD board about it in the first place. And he did it for no charge.
* Recieved the national "Great American Mainstret Award" for his work with downtown. Not a small feat.
* Helped facilitate the Facade Grant program for not only downtown but Leucadia as well.
* Mentored the beginnings of the Leucadia 101 Mainstreet Association.
Sure, Peder does things that benefit himself and his family. But the good he's done for the public far exceeds his personal interests.
Nope, Peder is a hard act to follow. But this is the last time I'm patting him on the back because once you start there's no stopping.
In Hollywood, stars thank a host of people for helping them do one thing. In Encinitas we can thank one Peder Norby for a host of great accomplishments. Keep them coming!
And to Peder personally I would like to discuss my fee for saying all these true things.
And... the city is field testing two full electric BMW Mini coopers for a year at no cost to taxpayers saving thousands of $$ a year thanks to Peder.

When I see the Street Fairs on 101 I always wonder who benefits from them. They are mostly junk sellers who crowd up the roads.

ReplyDeleteNo, Peder never has time to talk about himself (except for embarrassing things, like when he spelled the word "public" wrong on a beautiful brochure and regretfully left out the letter "L".
But it is completely true about his role in fighting for the library in it's current location and encouraging folks to vote NO on (the monkey wrench initiative) Proposition H. (An easy proposition for me to remember because similar irritations require Preparation H. Still, they wouldn't let me go public with the "Vote No on Preparation H" posters!)
Years before Peder was on board promoting the Library location downtown through the Encintas Library Committee, the late president of DEMA Lynn Love alone attended all of the city hosted "Encinitas Library Task Force" meetings. I was there, as Mayor Lou Aspell oddly chose me to be on the task force. The Task Force only tabled three OTHER locations in town for the future library; San Dieguito Academy, The old Target Building, and Quail Gardens Drive. But when Lynn went to those meetings, she had to sit on the sidelines and Mayor Aspell forbid her to speak. In retrospect, Lynn was the only person at the meetings with the best vision as she wanted the library to stay where it was on Cornish Dr. Geesh. Talk about a horse being a camel by committee.
Things worked out in spite of the Encinitas Library Task Force's recommendations, and a later group called library4all.com who wanted the library on QGD. Peder certainly played a big part in the current library's location as well as Sheila Cameron who among other things tirelessly wore her pumpkin suit on El Camino Real endorsing all to vote No on H.
Peder became good friends with Lynn and also gave the eulogy after Lynn's untimely death while she was on vacation.
That's my story and I'm sticking to it. But appoligies to Mike and most as my topic has strayed far from this thread.

ReplyDeleteActually, it's the patrons that crowd the roads, who can't wait to shop there. But...
* DEMA benefits. A financially strong merchants association provides better services for it's community.
* The city financially benefits directly from permits, and indirectly from the excess revenue from increased purchases at downtown businesses annually. It pays everyone to advertise.
* The Sheriff's Dept financially benefits from being present.
* The downtown businesses benefit from exposure to thousands of new people for each day of the events.
* The public benefits as the events are free, pedestrial friendly and extremely successful attracting tens of thousands of people each day. And when businesses downtown do better, the city sits prettier.
Years ago when it was located in the lumberyard, the owner of Artistic Pianos wrote DEMA a letter of complaint about the Street Fair. He said the event harmed his business. That was until he sold a $26,000 piano to a Street Fair patron who peeked in the windows of his closed store. The man's second letter to DEMA was "I'll never say another bad word about the Street Fair!" There are still some businesses in leucadia that believe 2000 new people walking by their business in one day is a bad thing. To each his own.
Incidently, Artistic Pianos moved from the lumberyard to San Marcos to accomodate three times their original inventory that they had here in Encinitas.
I know the numbers are high to answer your question, and each Street Fair is better than the last. I think your best bet is to call DEMA and ask to see if they have a pie chart showing how much is raised and where the monies go. I believe that's public information that they're proud of. But if you've already decided the Street Fairs rely on junk, I don't think any pie chart would change your mind.

If Gary was trying to straighten out the chamber and they were 43k in the rear as presented in Mikes piece, why did Gary and Mike move the chamber to the downtown location with triple the rent.

The same reason he tried to kill other projects that DEMA and the city devloped. He is a divider for his own purpose. Organizations that get government funding or get free use of public infrastructure should be accountable and transparent to the taxpayer. There should not have to first be evidence of wrongdoing for that to be a good principle to act upon. Am I off base with that?

Fred, thanks for the info on the Street Fair "benefits." I'm not sure I like "tens of thousands" of people visiting our town at one time though. I think we do good enough without it. Still with hundreds of booths rented out at hundreds or thousands of dollars we are talking serious money. Who collects it? Whats their take? Does the city get a percentage?

I do not see how these reasons offer any validity to you posting Andreen's biased point of view. Yes, he has effectively 'tooled' you.
Did you present any Andreen comments on how or why he and Tucker campaigned so vigorously against our streetscape, muddying, dividing the community and spreading lies, that causes more than ‘muddy waters’. NO. It cost the city money and interfered with the process. Is this one of the “..what he doesn’t address”, issues you refer to, that you chose not to address?

No, not off base at a different time. Andreen has maneuvered you into deflecting the attention off him and elicited questions of propriety against the real C of C, DEMA, Cardiff 101, L101, Peder and others that he has unfairly attacked.
Yes, I believe Andreen is delighted in how you have helped him deflect the issues away from him.

ReplyDeleteI thought we posted something on Chamber's opposition to the leading streetscape alternative? We can't catch everything and we do appreciate when people email us contributions or links to things to post.
ReplyDeleteThe chamber issue is now on the city council's agenda. There needs to be an independent review of that specific case and I am part of a team of people that are going to push to see that happens. The letter didn't distract me and it helps explain what is going on at city hall. The city changed course and it wasn't because of the blog. A post on this blog isn't that powerful.
This is a general policy issue that could avert things like the chamber drama. Seems to me that now is the only chance for those policies to be considered by decision makers. I really don't see the council agendizing the issue at a later date.
Lastly, if someone thinks the discussion has gone off track or they feel there needs to be response to Mike's letter, we'll post their editorial here.
I think Kevin feels a simpatico with Mike Andreen.
ReplyDeleteKevin does not like the city council with a most obvious grudge against Dan Dalager. Mike does not like the current Encinitas Chamber (or any other of the business organizations it appears) with a most obvious grudge against Ken Gross and the CPA who nailed him.
A simpatico situation, but with vastly different people, motives and styles to address their issues.
It’s hard to reconcile Mikes zealous excitement while with and championing the chamber, his constant desire for more public money for that organization , and his current destructive flame throwing with a very wide angle nozzle.
That’s a wirefire,sorry, I meant to say, sure fire way to win supporters at the city and with the other communities.
It was pulled because of possible litigation.

No. I don't have time to waste on bs. I'd rather someone else call foul on these guys AND ladies more often.
Most who work for the government do so because they are inherently lazy. It is easy for charlatans to come along and pick their (our) pockets. What do they care, it doesn't come out of their pay check.
