Great job to the local city stewards of roadside park, I live just a block away and my alley was a raging river. Those guys down there were working hard to help us. Sketchy morning in the slums of Leucadia. Plants happy, Rats sad.
There were businesses that flooded. The city still claimed that the Coastal Commission played a part in putting in a smaller pipe. Not true then or now. The smaller pipe was put in to save money. Flood funds were diverted to help pay for the Hall Park.
