Above is parkland in northeastern Leucadia. There are official plans for a park. There have been plans for a park for many years. The council has made zero progress on this park.
Why is there no progress on the park? Despite what Dalager and Stocks have been telling the public, cash at city hall is getting thin and they can't build the park. The city can't even afford to keep streets maintained. Its been tight for a while. In 2005 Dalager & Co. snuck through a $20 million bond debt to pump the budget back up.
Here is the Piraeus park budget page out of the current budget. The city has determined that it is short of park space AND playing fields. The city is not putting money into starting the design of the park until 2013! There is no money set aside for building it. Are there NIMBYs to blame blame for the delay of the Piraeus park? I've never heard of any objections.There are NIMBY by the Hall park and they have caused delay to the park's development. Its growing increasingly clear that the city council is responsible for much of the delay.
Just like with the streets maintenance report the city sat on a materially completed Hall park EIR for at least six months, maybe up to a year (the city hid the records after we started looking). If we are in such a rush, why delay one day the release of the EIR?
The design of the park is being dragged out now. Which candidate will say that hiring a park designer without contractually establishing deadlines for the when the park design needs to be completed is a good idea? I'm not voting for that person.
As long as the council can blame NIMBYs and say we're making progress they don't have to explain to people that the city doesn't have enough money budgeted for the Hall park. They've had years to set the money aside AND the city took out a $20 million bond debt and still they weren't able set aside the money for the city's crown project.
Dalager's mantra has consistently been about how people have gotten in his way of building the park. Maybe he's got a plan. If the council majority has a plan, it is illegal and unethical for them to not develop the plan in the public's view. Now he just says have faith.
If we go by his record he's got a plan and its a secret because it won't stand the scrutiny. Maybe another sweetheart deal for the "Park Place" position in the New Commons? Or, maybe the school site is Park Place.
BURNING QUESTIONS
Which candidates have a finance plan for the building Phase I of the Hall park?
Which candidates have pledged to not redesign the approved Park plans?
The city, state and Feds are broke. All the money collected by the feds will not pay the interest on the debt in 10 years. What happens then?? The riots and protests in Europe, France, Spain and Greece are nothing compared to what will come down when the over paid bureaucrats find their salaries go unpaid. Any one really think the highly paid workers at the COE will show up knowing their paychecks will bounce??

But there is good news, people will return to a simpler way of life. Grow your own veggies and bake your own bread will be everyday occurrences. Air will be cleaner as millions of cars sit unused. And the ocean waters will be cleaner also as street runoff is reduced.

My question is why all the hostility towards firefighters? They train to save your life. They will run into a burning building you run out of to save your loved ones. They are lifesavers who will save you even if you criticize them. So what's your beef with these men and women?

ReplyDeleteIts time for a revolution at the ballot box. We need to throw out all the existing politicians. All of them. And throw many in prison.
The politicians should be standing up and screaming for major change, but they don't. They kindof like status quo of just jabbering about the problems of today and keep their heads in the sand so they can say things like, "who would have known there was a housing bubble?", "its the state and feds fault", as a City Council person I am mad as hell but there is nothing I can do about it".
If there is nothing they can do about it, lets get them out of office and put someone in that will do something about it.
We need to cut or tax (50%) all the existing employee pensions that are receiving benefits from the illegal and unearthly raises between 2000 and 2008. We need to throw the politicians who implemented these huge unsustainable pensions in prison.
When people mess with our children's future, Its time for major change. Its time to make those responsible for problem take ownership and the price. Its time to cut the existing pension. Quiet this talk about cutting future pensions. This society is all about living large on the future dime. We are pathetic and causing our own demise.
Devaluation of the dollar (current US policy in action) only helps those with debt...(bad planners, irresponsible people, and our Governments). Devalueing the dollar directly takes assets away from those of us who lived within our means and actually saved money for our future.

Sure being a police officer is a difficult job. I would consider exempting them from the discussion but they haven't come up. Although I am hard pressed to describe pepper spraying elderly women in Cardiff (who would be fire fighters if some of you had you way being less than 65 and all) as difficult work. We pay firefighters to workout on our dime, to watch tv on our dime, to sleep on our dime, to shop on our dime. You want concrete answers, they should work eight hour shifts, five days a week. During their eight hours they should do work for the city, when they are not fighting fires they could, Paint and maintain city property like fir hydrants, stand pipes, city hall, etc. The night shift can patrol the city to look for trash pickers, burglars, homeless sleepers, etc. They don't need to take action just be the eyes and ears of the sheriffs Dept this would free up the kitchens and bedrooms of the firehouses because they won't be needed. If nothing else they could rent space to a non profit to run homeless shelters. The rent could defray the salaries of the firepersons.

ReplyDelete60k base salary. Time and half for OT. Bringing their total pay closer to 90k per year. Pension capped at 40% highest paying year at 55.
They should work 12 hour shifts and work all day and night. IF there is no calls, have them cleaning streets. Not watching movies.
Definately no need to pay someone for sleeping.
I also like the idea of having a different pay scale for active duty (emergency response time) verses firehouse ready duty (waiting for emergency- currently filled by movies, working out, shopping, sleeping, BBQ, chit chat time.
Best idea would be privatized fire districts without union requirements. Competition is always good.

ReplyDeletea. I am not the one complaining about how much they make and I ask the same questions of those who do complain.
b. Unlike many of this blog's participants I do not think of myself as a compensation specialist.
However I think that the pay for firemen should be in the range of $60,000 to $120,00 depending on experience. This does not include benefits, overtime or retirement. I do think they should contribute to their own retirement. Their pension should be sufficient to provide a lifestyle similar to that to which they have grown accustomed to relative to their fire fighter salary.
As a tactician sending the chief into the battle seems too risky. It would be excellent if he/she led by example and was fit and ready but not completely necessary.
Please be advised that this answer was provided while my house was not burning or a loved needed jaws of life extraction. If that were the case you can rest assured the numbers would be revised upwards.
You better double check to see how well your firefighters are trained. I think you would be shocked to see what's going on internally. There are some serious disciplinary issues happening right now that are unacceptable. Some of these guy's should be fired for their actions. Management does not want this information out.

Also, are you aware that a recently retired Division Chief has been hired back with a special back door secret contract? He is collecting a $125,000 a year pension and $12,500 a month to do his old job.

The fire department gets 100s of applications from well qualified and highly capable applicants each time there is an opening. I know two who got the job (they were connected) and know they would have taken the job for 30% less pay. I asked.
The benefits of the job are great, especially in encinitas where the danger is very low. It would still be a great job at 30% less pay.
It would be great if they could keep their pay the same at 50 years old. IT WOULD BE GREAT IF EVERYONE COULD RETIRE AT 50 YEARS OLD. Because of the public employees pensions the rest of us private industry idiots with no city hall connections will have to work until we are 72.

We are paying for a Ferrari and what we get amounts to a Fiat. Under trained, overpaid and complacent. It's a joke. Small departments used to be a training ground, a starting point for those that wanted to get into the fire service. Low pay and benefits to break in then, move on to larger municipalities with better pay (and more risks). Now its a destination spot to do nothing and look good driving around in fire engine. The call volume and overall risk here in Encinitas hardly justifies hazard pay and bonuses. If these guy's were running 15-20 calls a shift, ok, that's working hard. Each station here in Encinitas averages 2 runs in a 24 hour shift, about the same as it was 25 years ago.

The first paramedic engine company on scene does not initiate any treatment at all. NO TREATMENT!
It's your mom or friend, how would you feel if you knew that something was supposed to be done and they just stood there and looked at her and said "the ambulance will be here soon".

I agree the benefits of the job are great and it would still be a good job if we paid them 30% less. That doesn't mean I think they are overpaid now though.

There you go lumping the firefighters in with the rest of the city employees. I agree some city workers are way over compensated and have a pension that's going to cause me and you problems. Believe me I have been looking around this city wondering what is it that the city employees actually do? Why do we have park superintendents that make great money(talk about a sweet gig) and our parks look like crap? Why are so many miles of our streets in such poor condition?

My position is based on a well trained well behaved fire department. If I am getting less than that I want to fix it. It seems that you are saying the current situation (as you describe it) would be acceptable if they were paid less. I respectfully disagree.
Of course the scenario you describe is unfortunate. However without all the details it's difficult to point fingers. That being said I would expect the first paramedic to follow standard protocol.

ReplyDeleteWhat a fricken joke. Fire fighters have one of the safest jobs out of any job. Has an Encinitas fire fighter every lost their life. Carlsbad, Solana Beach, Del Mar,San Marcos, Escondido, Oceanside? Hell no.
Garbage men, construction workers, Nurses, and all other blue collar professions have lost their lives. Not north county fire princesses.

I am sick of the FF BS. It has to stop. Honest truth- Fire Fighters hit the lottery. High pay. Easy Job. Cut their pay in half along with their pensions and you will still have a line of people waitign to fill the positions to the same service level they have today.
Fire fighters have been taking pay cuts around the state and the nation. They are not fleeing their jobs and good candidates are still drooling for each job opening.
