There has been a lot of concern about the Beacons Beach Access project agenda item. I wanted to provide you a brief summarry of the situation as to the facts as I know them after talking with staff and the state.
Please share this information with your board as well as other interested parties.
Information on Beacons Bach agenda item.
The city originally applied for grant funds for both the Beacons Beach Access project and the Moonlight Beach Master Plan project. The Beacons Beach project was awarded grant funds the Moonlight Beach project was not.
Beacons Beach is a state beach and the city working with the state parks staff proposed the Beacons Beach access project. The city stayed in contact and worked with the state park staff all the way through the planning process and ceqa.
In the eleventh hour the state parks department could not support the Beacons Beach project as it was inconsistent with the states general plan. It should be noted that many individuals as well as environmental groups were strenuously opposssed and challenged the project.
The states general plan calls for natural retreat of the coast line and state parks could not support the project on a state beach due to the inconstancy with the states general plan.
The city has no recourse on the determination by the state not to support the project. Any decision that would alter this would occur at the state parks and not the city council level.
What the city did do and in my opinion it was very wise, was to first express serious disappointment in the state ruling and then asked the state if the funds could be used for the Moonlight Beach project instead. The state said that it could use the funds for Moonlight thus the agenda item for Wednesdays council meeting.
If not for this the city would lose the money entirely.

The bottom line is this, Leucadia's Beacons beach access is unsafe. And the city or state or whatever govt agency is responsible IS RESPONSIBLE for this dangerous trail.

ReplyDeleteWith our city, I always wonder if there is sufficient working with other agencies to acheive the desired end result. In this case, it seems the city should have done more as things went south.
Beacons is a State Park as is Swami's and Moonlight. Maybe scumbag marco could find out why the State fully funds all the Carlsbad State beaches with lifeguards, restrooms, seawalls, rangers with guns and rubbish collection and they don't spend a penny on Encinitas. Oh yeah, there is no money in it for Coast Law Group.
ReplyDeletePeter once again, you are the voice of reason in this community. California is taking more and more away from city coffers and passing the buck on taking care of their share. We are lucky that we got anything at all. Moonlight needs the upgrades to bring it up to environmental standards. It will be green and that's a good thing people. Beacons is popular because of it's natural condition. It would be nice to have a shower but no restrooms. I agree that the trail could be maintained better, but it is as safe as any bluff in our City. They all can go at anytime, it's always been that way.

ReplyDeleteWhat Encinitas would be wise in understanding is, Encinitas and Leucadia are good because they are undeveloped. They want to spend some money, replant the conopy along 101, fix some potholes, paint some curbs around street outlets onto coast highway so you can at least see an oncoming car before you pull out, and leave it alone. More of the same. The housing prices don't need a boost, so what's the deal?

ReplyDeleteWhat a suck ass. Peder supports staff who only proposed a seawall with no other alternatives. Considering seawalls are not in comppliance with the State Plan for the beach, don't you think someone should got something in writing for the major variance?
That is called incompetance. There are other alternatives for Beacons beside seawalls. If thats the case, then your saying the entire coastline should be armored.
Oh well. So be it. I hope Beacons fails this year. it will be great to reduce the parking and will greatly cut down on the traffic in the area. Come on winter of 2010/2011!

Leave it as is.... we like it as is.... do nothing. Dust, litter and dangerous conditions are great. Like this no one will want to live here but me. If fact, I hope they cancel our trash service. Don't change anything. Nothing!
Why would staff propose a seawall if that is not acceptable under the State general plan? Why didn't staff get money from the State for Moonligt directly?

ReplyDeleteThere are a lot of reasons why State beaches are managed the way they are. Infrastructure dollars come from different places, which influences how they are spent. Places like Carlsbad and San Elijo have money due to campground revenues. Beacons and Swami's are managed by the City pursuant to memoranda of understanding. The details are out there, you just have to go and dig for them.
