Not Enough Money for Building a Park


Above is parkland in northeastern Leucadia. There are official plans for a park. There have been plans for a park for many years. The council has made zero progress on this park.

Why is there no progress on the park? Despite what Dalager and Stocks have been telling the public, cash at city hall is getting thin and they can't build the park. The city can't even afford to keep streets maintained. Its been tight for a while. In 2005 Dalager & Co. snuck through a $20 million bond debt to pump the budget back up.

Here is the Piraeus park budget page out of the current budget. The city has determined that it is short of park space AND playing fields. The city is not putting money into starting the design of the park until 2013! There is no money set aside for building it. Are there NIMBYs to blame blame for the delay of the Piraeus park? I've never heard of any objections.

There are NIMBY by the Hall park and they have caused delay to the park's development. Its growing increasingly clear that the city council is responsible for much of the delay.

Just like with the streets maintenance report the city sat on a materially completed Hall park EIR for at least six months, maybe up to a year (the city hid the records after we started looking). If we are in such a rush, why delay one day the release of the EIR?

The design of the park is being dragged out now. Which candidate will say that hiring a park designer without contractually establishing deadlines for the when the park design needs to be completed is a good idea? I'm not voting for that person.

As long as the council can blame NIMBYs and say we're making progress they don't have to explain to people that the city doesn't have enough money budgeted for the Hall park. They've had years to set the money aside AND the city took out a $20 million bond debt and still they weren't able set aside the money for the city's crown project.

Dalager's mantra has consistently been about how people have gotten in his way of building the park. Maybe he's got a plan. If the council majority has a plan, it is illegal and unethical for them to not develop the plan in the public's view. Now he just says have faith.

If we go by his record he's got a plan and its a secret because it won't stand the scrutiny. Maybe another sweetheart deal for the "Park Place" position in the New Commons? Or, maybe the school site is Park Place.

Which candidates have a finance plan for the building Phase I of the Hall park?

Which candidates have pledged to not redesign the approved Park plans?

  1. The city, state and Feds are broke. All the money collected by the feds will not pay the interest on the debt in 10 years. What happens then?? The riots and protests in Europe, France, Spain and Greece are nothing compared to what will come down when the over paid bureaucrats find their salaries go unpaid. Any one really think the highly paid workers at the COE will show up knowing their paychecks will bounce??

    Social Security-?? This giant Ponzi scam will finally end, but what of the millions that receive SS to live on, how will they get by?? Not to mention of millions that have paid trillions into this scheme, only to find their monies are gone.

    Medicare- Good luck finding a MD to take your Medicare when the funding is cut and no physician on earth will touch you without CA$H money.

    Your ca$h will be worthless, better have a usable trade to fall back on. Your PEACE studies degree from Cal won't get you a can of beans in 10 years.

    The good news is freeway traffic will be nil. With oil at $500-800 USD a barrel and a gallon of gas at $20-30 per gallon, if you can find it.

    But there is good news, people will return to a simpler way of life. Grow your own veggies and bake your own bread will be everyday occurrences. Air will be cleaner as millions of cars sit unused. And the ocean waters will be cleaner also as street runoff is reduced.

    Time will tell, one thing is for sure, re-electing the same old politicians both R and D is tantamount to suicide.

  5. My God. Dalager will sink all of our tax dollars for the next twenty years into three things in this order.

    1. Retirement huge pension funds for himself and every other employee at City Hall. He is union owned and will pursue this cause at all cost.

    2. New firestations up to four season standards. Two are built. Three more to go. Its great to be a an Encinitas fire fighter. It sucks to be an Encintas tax payer.

    3. The Hall regional Sports complex. Realistic estimate in October 2010 us dollars. - $100,000,000 or more.

    Projects that are sacrificed for his special interest priorities.

    1. Lowering the tracks throughout Encinitas


    2. Quiet Zone throughout Encinitas


    3. New parks in new Encintas.

    4. All the parks mentioned in this blog post.

    5. Streetscape projects along Encinitas in Leucadia, Encinitas, and Cardiff along Hwy 101 and Vulcan/Manchester/San Elijo Avenue.

    6. Masterplan at moonlight

    7. Beacons Beach Access improvements

    8. Leucadia Drainage Improvements to stop the flooding.

    9. Trees throughout town.

    10. The completion of the Leucadia Blvd. Streetscape/traffic calming improvements.

    11. Improvements along Rancho Sante Fe Drive

    12. Improvements to La Costa Avenue

    13. Improvements to all the pocket park and neighborhood parks through Encinitas

    14. Improvements to the streetends at the ocean.

    15. Improvements to the complete a safe inviting walkway to ponto beach area from Encinitas.

    16. Improvements to make El Camino Real a better place.

    17. Improvements to trails within Olivenhain.

    18. Purchasing openspace.

    I am sure there are many others that are not funded and needing attention.

    With Dalager re-elected, you can kiss any of these nineteen projects good bye along with anything else that the citizens desire for a better quality of life.

    Dalager is a three horse pony- Unions, Special Interests that fund me, and the Hall Regional Sports Complex.

    My question is why all the hostility towards firefighters? They train to save your life. They will run into a burning building you run out of to save your loved ones. They are lifesavers who will save you even if you criticize them. So what's your beef with these men and women?

    I didn't read it as hostility. I read it as the union has their hooks in Dalager and that is why they are spending $5 million a piece on McMansions for a sleeping quarters for 3 and equipment storage.

    The firefighter in Encinitas already are the Highest paid in the county and receive the highest pensions in the county. Enough. Many people would love to do this job for much less compensation.

    No hostility here. Just tired of unions and crooked councilman stealing money from me and my children.

    I guess we could always move firefighting to the private sector and then when they show up at your burning house you write them a check to save it or your loved ones. That is of course if you can afford it.

    Or if you need to extract a loved one from a car accident I guess you could always whip down to the nearest rental yard and rent a jaws of life machine and then operate it and extract said loved one.

    Just sayin'.

    We can however mostly agree to this statement "Just tired of unions and crooked councilman stealing money from me and my children."

    I just exempt the firefighters.

    I am not saying they should be compensated extraordinarily either. I certainly don't want half million dollar fire fighters.

    No I am not nor have I ever been a firefighter nor aspire to be one at my advanced age. I have never been rescued by one either.

    Firefighter should be paid $343,000 a year, work 2 days a week, and retire on $400,000/year pensions at 35 years old. We as a society should be ashamed to to pay only $130,000k/year, 3 days a week of work, and retirement at 50 years. We should be ashamed.

    Its time for a revolution at the ballot box. We need to throw out all the existing politicians. All of them. And throw many in prison.

    The politicians should be standing up and screaming for major change, but they don't. They kindof like status quo of just jabbering about the problems of today and keep their heads in the sand so they can say things like, "who would have known there was a housing bubble?", "its the state and feds fault", as a City Council person I am mad as hell but there is nothing I can do about it".

    If there is nothing they can do about it, lets get them out of office and put someone in that will do something about it.

    We need to cut or tax (50%) all the existing employee pensions that are receiving benefits from the illegal and unearthly raises between 2000 and 2008. We need to throw the politicians who implemented these huge unsustainable pensions in prison.

    When people mess with our children's future, Its time for major change. Its time to make those responsible for problem take ownership and the price. Its time to cut the existing pension. Quiet this talk about cutting future pensions. This society is all about living large on the future dime. We are pathetic and causing our own demise.

    Devaluation of the dollar (current US policy in action) only helps those with debt...(bad planners, irresponsible people, and our Governments). Devalueing the dollar directly takes assets away from those of us who lived within our means and actually saved money for our future.

    Why reward the irresponsible crowd? why the direct redistribution of wealth by our government?

    The world knows its time to dump the US dollar as currency. I have began weening off it and so will all of the US bond holders. The collapse is coming.

    It has to stop. Vote out all incumbents.

    The bottom line is fire fighters have an easy sweet gig and get overcompensated for their work. This is proven by everyone under the sun wanting this cake job and the long lines of applicants for each position. Fire fighters are at the for front of the discussion on unions not exempt.

    If you want to exempt any class of public employees from the discuss, it should be cops.

    Being a cop is a though Dangerous job. You don't see mile long lines of applicants waiting to become cops.

    I wish the fire fighters would come to reality and quiet their girlish whining. That to me is hostile.

    So property near the tracks is worth less than property further from the tracks? I have watched property values in Encinitas for the last 20+ years and don't see a downward trend of prices due to those pesky horns.

    It's a sad fact of life that as we age our abilities in all areas decline. We all decline at different rates but we decline nonetheless.

  15. Firefighters should be physically capable. That does not mean they should get a full platinum retirement at age 50. They can do what the rest of us do. A second career until they are 65.

    How much should a firefighter make? How many days a week should a firefighter work? How many millions should their retirement package be worth when they hit 50?

    Come on. Give some numbers.

    Sure being a police officer is a difficult job. I would consider exempting them from the discussion but they haven't come up. Although I am hard pressed to describe pepper spraying elderly women in Cardiff (who would be fire fighters if some of you had you way being less than 65 and all) as difficult work. (Couldn't resist).

  17. We pay firefighters to workout on our dime, to watch tv on our dime, to sleep on our dime, to shop on our dime. You want concrete answers, they should work eight hour shifts, five days a week. During their eight hours they should do work for the city, when they are not fighting fires they could, Paint and maintain city property like fir hydrants, stand pipes, city hall, etc. The night shift can patrol the city to look for trash pickers, burglars, homeless sleepers, etc. They don't need to take action just be the eyes and ears of the sheriffs Dept this would free up the kitchens and bedrooms of the firehouses because they won't be needed. If nothing else they could rent space to a non profit to run homeless shelters. The rent could defray the salaries of the firepersons.

  18. Given the requirements and the duties for a FF, I would think a closer pay scale for a 10 year employee should be closer to:

    60k base salary. Time and half for OT. Bringing their total pay closer to 90k per year. Pension capped at 40% highest paying year at 55.

    They should work 12 hour shifts and work all day and night. IF there is no calls, have them cleaning streets. Not watching movies.

    Definately no need to pay someone for sleeping.

    I also like the idea of having a different pay scale for active duty (emergency response time) verses firehouse ready duty (waiting for emergency- currently filled by movies, working out, shopping, sleeping, BBQ, chit chat time.

    Are they supposed to carry the paint around in the fire trucks or do they have to return to the fire house to retrieve their fire fighting equipment and lose time in coming to save you?

    It seems that some of you are upset that they firemen don't "work" enough.

    Do you really want them cleaning streets and expending energy that otherwise would be used at putting out fires?

    I want them ready 24 hours a day 7 days a week to tackle whatever situation related to their fire duties arises.

    So as far as them working out on my dime. I look at it as maintaining a high level of physical fitness to be prepared for what ever I need.

    As far as sleeping on my dime. I want them well rested and ready for whatever emergency arises.

    I want them close or in the firehouse when the bell sounds not out cleaning streets or painting stand pipes or cruising looking for suspicious peoples.

    On the other hand if you want to change the job description then why not offer it up at a council meeting? At least then you may get a feel for what the community as a whole expects from their firemen.

    a. I am not the one complaining about how much they make and I ask the same questions of those who do complain.

    b. Unlike many of this blog's participants I do not think of myself as a compensation specialist.

    However I think that the pay for firemen should be in the range of $60,000 to $120,00 depending on experience. This does not include benefits, overtime or retirement. I do think they should contribute to their own retirement. Their pension should be sufficient to provide a lifestyle similar to that to which they have grown accustomed to relative to their fire fighter salary.

    As a tactician sending the chief into the battle seems too risky. It would be excellent if he/she led by example and was fit and ready but not completely necessary.

    Please be advised that this answer was provided while my house was not burning or a loved needed jaws of life extraction. If that were the case you can rest assured the numbers would be revised upwards.

    You better double check to see how well your firefighters are trained. I think you would be shocked to see what's going on internally. There are some serious disciplinary issues happening right now that are unacceptable. Some of these guy's should be fired for their actions. Management does not want this information out.

    We are NOT getting what we pay for and the public's safety is compromised with the people continuing to work.

    Also, are you aware that a recently retired Division Chief has been hired back with a special back door secret contract? He is collecting a $125,000 a year pension and $12,500 a month to do his old job.

    We are getting ripped off! Big time. Wait until you see the total compensation and overtime these guy's are making. It's coming.

    If they are unqualified or otherwise not able or unwilling to perform then yes by all means dispense with them post haste. No argument here.

    Should there be a public commission to review each firefighter's qualifications and allow them to work in our city. Perhaps.

    As to the secret back door contract I don't like it one bit. However not being in possession of all the details I do not feel qualified to comment further.


    At least this discussion is going somewhere.

    We now know that some feel the duties of firemen should be expanded in the city to include street sweeping among other things.

    At least one person has made the accusation that the people we depend on are under trained and misbehaved.

    You are full of it. You have made a judgment that the fire fighters do not make to much, but for others to have an opinion they must ignored.

    How do come up with your numbers on the salary range? There must be some reasoning.

    The fire department gets 100s of applications from well qualified and highly capable applicants each time there is an opening. I know two who got the job (they were connected) and know they would have taken the job for 30% less pay. I asked.

    The benefits of the job are great, especially in encinitas where the danger is very low. It would still be a great job at 30% less pay.

    It would be great if they could keep their pay the same at 50 years old. IT WOULD BE GREAT IF EVERYONE COULD RETIRE AT 50 YEARS OLD. Because of the public employees pensions the rest of us private industry idiots with no city hall connections will have to work until we are 72.

    Is that just?

    Because of those pensions obligations we won't be able to fund a good fire department in the future because we will be crushed by the pension costs. Hope your house doesn't catch fire then.

  26. I want surgeons to be wide awake and well slept when they do brain surgery. We don't pay them to sleep. Just like the rest of us, we expect them to come to work prepared and ready to work.

    We are paying for a Ferrari and what we get amounts to a Fiat. Under trained, overpaid and complacent. It's a joke. Small departments used to be a training ground, a starting point for those that wanted to get into the fire service. Low pay and benefits to break in then, move on to larger municipalities with better pay (and more risks). Now its a destination spot to do nothing and look good driving around in fire engine. The call volume and overall risk here in Encinitas hardly justifies hazard pay and bonuses. If these guy's were running 15-20 calls a shift, ok, that's working hard. Each station here in Encinitas averages 2 runs in a 24 hour shift, about the same as it was 25 years ago.

    How about this scenario, In a local supermarket there's a woman with an obvious broken arm in severe pain, according to County EMS protocol, the patient requires pain management and general ALS- O2,Iv,medication and splinting to be initiated by the first paramedic on scene. The first paramedic engine company on scene does not initiate any treatment at all. NO TREATMENT!

    It's your mom or friend, how would you feel if you knew that something was supposed to be done and they just stood there and looked at her and said "the ambulance will be here soon".

    Not being a compensation expert my stated salary ranges are derived from my experience as to the cost of living and from my position that the firemen have committed to do a dangerous job.

    Your anecdote regarding knowing 2 people who would have taken the job at 30% less pay is amusing but in no way compelling. Perhaps a survey of all the Encinitas firemen is in order to see if they think we are over-compensating them by 30%. Your two acquaintances could go on the record with their position.

    I agree the benefits of the job are great and it would still be a good job if we paid them 30% less. That doesn't mean I think they are overpaid now though.

    There you go lumping the firefighters in with the rest of the city employees. I agree some city workers are way over compensated and have a pension that's going to cause me and you problems. Believe me I have been looking around this city wondering what is it that the city employees actually do? Why do we have park superintendents that make great money(talk about a sweet gig) and our parks look like crap? Why are so many miles of our streets in such poor condition?

    I thought the discussion was about pay.

    My position is based on a well trained well behaved fire department. If I am getting less than that I want to fix it. It seems that you are saying the current situation (as you describe it) would be acceptable if they were paid less. I respectfully disagree.

    Of course the scenario you describe is unfortunate. However without all the details it's difficult to point fingers. That being said I would expect the first paramedic to follow standard protocol.

    What a fricken joke. Fire fighters have one of the safest jobs out of any job. Has an Encinitas fire fighter every lost their life. Carlsbad, Solana Beach, Del Mar,San Marcos, Escondido, Oceanside? Hell no.

    Garbage men, construction workers, Nurses, and all other blue collar professions have lost their lives. Not north county fire princesses.

    Garbage man is a tough job, Cop is a tough job, Firefighter is a cake job that is way overpaid.

    Their union is so into Stocks and Dalagers pants it gets me sick.

    Fire Fighters used to be a noble volunteer position. Since then the union has rode that old school reputation into serving these few princess ponies into thinking they are something special. pendulums swing pony boys..... you have worn out your welcome to the tax payer wallet. Wake up and get a real job. Not one you get paid to sleep.

    I am sick of the FF BS. It has to stop. Honest truth- Fire Fighters hit the lottery. High pay. Easy Job. Cut their pay in half along with their pensions and you will still have a line of people waitign to fill the positions to the same service level they have today.

  32. Fire fighters have been taking pay cuts around the state and the nation. They are not fleeing their jobs and good candidates are still drooling for each job opening.
