Reading down, beneath the redblocked area I just realized, 25% of the houses developed were to be made available for affordable rentals. That has not happened, has it? I sure don't think so. Another promise not kept. Now pre-exising homeowners are being forced, by outright coersion, to put covenants on their deeds, so they can continue renting affordable studio or one-bedroom units out, as supervised by the Encinitas Housing Authority. This policy is selectively enforced, if at all. But for those of us who do not want to be led by the nose by fat cat politicians and pot-bellied staff, we are out of luck!

Perpetuity means 10 years. DUH people.
