Dalager coasts to victory in Encinitas; Teresa Barth wins City Council seat
Both Doug Long and Thomas Brown say they are going to run again in 2008. I have heard speculation that Jim Bond may retire, leaving an open seat. Maggie Houilan will be up for re-election but since she received over 13,000 votes last time, way more than Dan even, she is a shoo in.
It's now all on Jerome Stocks.
Jerome doesn't possess the wide folksy appeal of Dan Dalager so he is going to have to step it up over the next two years. Jerome is going to play an important role in the council now. I believe he may now be the most important person in Encinitas.
With Christy "Bossypants" Guerin no longer around to bully the council things should loosen up a bit. Jerome can now be his own man. I want to see that defeated slouch disappear, I want to see him to sit up straight with confidence. I want to hear what he has to say about issues and not just grumble.
There are questions about Jerome. Is he really a fiscal conservative? Dan can get away with pretending he is while taxing and spending at whim; but unless Jerome starts a barber shop on Second Street or something I don't think he can get away with the same behavior.
Personally, I think Jerome can be an ally when it comes to improving the infrastructure on Leucadia without resorting to eminent domain. But will he make smart choices about projects or will he rubber stamp anything that comes along? Can he be objective when it comes to projects by Barratt American? There is an undercurrent of people who want to have a recall election and unseat Stocks. I feel that is a bad idea and will further poison the climate in this town.
Jerome needs to become a leader over the next two years because Long and Brown are nipping at his heels.

Lets start with his comments a few months ago that the sprinter is "on time and on budget". That was a lie and he was either completely out of touch (although he is the chairman on the NCTD) or chose do decieve the people. Then lets work with his support of A and C and the bond.

We need an exceptional candidate that will not sell our city to developers and can sway voters to her point of view. I don't think Long or Brown can do that. They couldn't this time and they won't next time.
ReplyDeleteWhy don't we all keep a "Jerome" diary of things he has said that were not true, or partial truths. Keep all documents and when the 2008 elections come up we will have plenty of ammunition. A recall is awfully expensive and probably not prudent at this time. At least that's my point of view.

Ah, Maggie Houlihan. Last night she showed her true colors on how she disregards the general plan and EIRs.
ReplyDeleteOn the council agenda there was an appeal of a 136,000 square feet building on RR-1 zoned property on Manchester Avenue. RR-1 zoned property is rural residential with the zoning density restriction of 0.26-.5 to 1 dwelling unit per net acre. The property is shown as 4.6 acres which at maximum would be allowed four dwelling units. The developer wanted a major use permit for 147 units in a hugh essentially three story building.
The appeal pointed out the need for an EIR for this project. Among the impacts listed are environmental and traffic impacts.
How much is the density with 147 units? The property will have the equivalent of 37 units per acre or a R-40 zoning.
How did Maggie Houlihan vote? The newspaper shows a 5-0 vote. Maggie Houlihan voted to destroy and increase density in the San Elijo Lagoon area at the south end of Encinitas.
Maggie Houlihan opposes an R-11 or R-15 zoning change across from her house, but doesn't think twice about an R-40 by the Lagoon.
The Council denied the appeal on the 147 units building.

We are disappointed in Maggie, too. But we have great hopes that she can work with Teresa, and maybe someone else, Stocks? to sometime get a block of three votes.
ReplyDeleteI guess there was some sympathy for the project because it was for an old folks home? I wasn't at the Council Meeting, but I'll watch it tonight.
Stocks seems like he could be an ally if he does have political ambition. I thought it was good he voted no on the complete ban of future short term rentals, as the Coastal Commission did. I also thought it was good he was the only one to vote no on the pay raise for Council. Maggie didn't.
She wanted more open sessions she said, for stuff like hiring Phil Cotton for City Manager, but she went along with the majority vote. I did see her be the only vote against some amendments to City Law re chimneys and setbacks a couple of Council Meetings ago.
Is she still appearing by "teleconference," by phone for meetings? I'll watch tonight at 6, Cox 19 to see what happened.
Kudos to Teresa, and all who worked for her, including us!

In my opinion Sotcks voted no on the pay raise because he knew everyhone else was voting yes and he could look good. There is no way he is an ally. He has done too many cuthroat things to change now. As far as Maggie, I think we should all cut her some slack, as she is recovering from cancer and needs all of the positive thoughts we can give her. I know that when I spoke to her about a year ago, she said she was just plain tired of going it alone on the council and had fought enough. With Teresa, she might be able to come back to the light. Jerome never will!!

If you really think they are all out of touch, run in 2008 and we'll see if you have what it takes to make great decisions for this town.

ReplyDeleteInstead of water and soil running off the property and into the lagoon, now there will be bio filters and some control. The environmental impact should be less now and what, you expect the seniors to do a lot of driving.
At a minimum, they could have gone up one zoning level to R-3 which would have been 13 units plus 4 for the low income housing units for a total of 17. Me thinks the impact from a traffic standpoint would have been much higher with 17 homes with three cars and a boat at each yard. Seems like people are EIR crazy.
Instead let's eminent domain all property built to density greater than that at incorporation, bulldoze the homes and get back to a rural way of life.

ReplyDeleteThe issue is that the project violated the city's General Plan. The Council with Maggie included didn't care. Next time the city wants to put high density housing in a residential area, they only need to point to this project. The residents of Encinitas have been s_____.
ReplyDeleteI missed the first part of the Council meeting on TV, unfortunately. I did get to see Donna Westbrook, David Meyers, the Engineer, and a question by Maggie and Dan, from Council.
ReplyDeleteSuddenly, it was cut off, though, during Council's comments. A ballet company came on, nice. But I wonder if the City has a complete tape of this? I would like to view it at City Hall, because then you don't have to pay the $15.00 for the tape, as I understand it.
Anyway, Dan actually asked a better question, about the run off from all the square footage of parking lots, roofs, than Maggie's question about the study being on Columbus Day. It was on a Wednesday, according to David Meyer, not the Monday that govt. entities get off, more gravy for them. Kids love holidays from school though, don't blame 'em.
Christy said little, for which I was grateful. Looked for a minute like James Bond had to get something out of his nose, right as he was speaking!

No, it passed the planning commission and the council and therefore is works. A General Plan can't be like a tight uncomfortable suit. Just like the Constitution of the United States there has to be some comfort and available room for adjustment over time for a controling document to work. If there isn't, then the document is valid only for the first reading, not something that can last generations. You don't want to live in a world of strict constructionists, do you?

ReplyDeleteLet me get this right. Before the election, we couldn't get anyone who would step up to the line and run for city council against the developers. Fairly late in the game, Teresa decided to run. Everyone of you who complain on and on and on and on, did not have the guts to run. Maggie is not perfect (by any definition) but she is the very best we have against the dark side. Teresa and Maggie together still have a minority role so, for God's sake, cut them both some slack and write letters to the editors encouraging and supporting both of them. How in the hell are we going to get any one else to run in 2008.

The City modifies elements of the General Plan and the Zoning Matrix all the time. Everybody wants to go back to the "good old days", well you're about twenty years too late.
ReplyDeleteBring Leucadia and Cardiff up to par, then worry about the rest of the City or don't and maybe eventually the rest of the City will deteriorate to Leucadia's condition and we can redevelop the whole coastal highway strip.
I hope the General Plan isn't like gold. Gold used to be what our monetary system was based upon but it proved impractical about 1945. Now it is just a heavy noble metal without much use except in printed circuit boards, jewelery, and as a shelter for investors without a clue.

People could vote for THREE in 2004. So there were MORE TOTAL VOTES CAST. This affects the percentages, and the higher numbers cast for the top three candidates.
The total votes cast in 2004 was 55,413, if the figures posted on the most recent comments are correct. The total in 2006, so far, is 29,479. Can you see the difference? Do you enjoy being crude and putting people down when you don't have simple math skills?
The numbers listed in JP's most recent post seem credible. They add up to 100%. The numbers posted by anonymous are not to be believed. The percentages add up to only 77.92% Also, Seth Cohen, who got over 3,000 votes is not mentioned. That's more than Pablo got, but again, people could vote for three, so that makes a big difference in the totals.
