Parcels in yellow are sites possibly targeted by the city that can be used for increasing our housing stock in the overlay zone. This map was created from data in the appendix.
Burning Questions:
Is the entire city basically an overlay zone?
What kind of low income apartment buildings will the developers build in our town? Will they show restraint or build massive UTC style buildings?
How will this affect the traffic?
Is the developer friendly city council using the state mandated low income housing requirements as an excuse to sell us out?
What is the criteria for selecting what parcels to include in the district and why aren't the mobile home park parcels included?

That is an old aerial photo. Except for the ecke owned ridge above target and saxony canyon there is basically no more open space in our town.

Why is my neighbors on both sides zoned for low cost housing but not my property? This makes no sense.

ReplyDeleteThere is considerable low density in Olivenhain, but I'll bet no one builds low income on those sites.
ReplyDeleteI kinda think if R-3 and R-5 are fair game, it should be true throughout the city, not just predominantly Leucadia.
The report listed the parcel numbers. I was told that you had to insert the parcel numbers onto a map. Thank you to whoever knew how to do it and thank you JP for posting it. My question is how come the staff didn't put a map with their report in it showing all the areas that will be gradfathered in if the housing update is approved. As I understand the staff report any of the yellowed areas would qualify for an upgrade to R-25 plus a density bonus.
ReplyDeleteI agree. It's about time Olivenhain became part of Encinitas and took their fair share. A little bit of low income housing would not hurt them. Why is it that where LITTLE Jimmy Bond lives, no low income housing goes.

It's time to address a population cap for Encinitas.
ReplyDeleteAttend the council meeting on Wednesday. The council should be honest and not pad the draft housing development with imaginary parcels for for higher density housing. The council should tell Sandag and HCD that the city is build out and higher density would severely impact the infrastructure and public health of the residents.
ReplyDeleteHow do I get my property included into the r-25 designation? I want the extra value so I sell to a developer and put in some real units. 25 1 bedroom 1 bath apts should sell well.
ReplyDeleteSo I guess Council and staff feel that our Roads can handle more traffic. I dont think so. We are heading straight down the path of the LA Growth Model. Yuck! I think we should focus on getting people out of their cars at least in the old downtown areas. Build more walkable community infrastructure. Pedestrian bridges, bike lanes, parkinng, and walkways.

ReplyDeleteDon't use public health to try to persuade council. I attemtped it on another issue, and was told by Jerome that the City does not have any responsibility to monitor public health. Seems that is the in the hands of the San Diego Public Health dept, which is understaffed and could care less. In fact, at that same Council meeting Jerome mentioned that there was a vaccine for Hepatitis C. He got rather testy when I questioned him on it. Turns out there isn't, but he never retracted his statememnt. At the time this was going on, a public health dept. "official" who was asked by the City to attend the Council meeting, sat quietly and didn't say Jerome was wrong, which he later e-maied me to say he had meant Hepatitis B. Kind of a big difference.
ReplyDeleteChristy will be gone in 7 days (Dec 6) and yet is voting on an issue that will affect Encinitas for decades to come. Teresa Barth will be put on the Council Dec 6th. Can anyone connect the dots here?
ReplyDeleteIf you can't go to the Council Meeting tomorrow, please write or e-mail by today, if your can, so that they will receive our objections to the new overlay as well as the increase in San Dieguito Water District rates.

We can include in the letter our objections to this being voted upon before the new council is seated, including Teresa Barth.

I don't know why they are out to change the character of our communities. Christy is is pure hatefulness. Dalger I suppose it is stupidity.
Is there a way to stop them from voting on this issue until Teresa is sworn in? I don't know how the parlimentary law works, but it seems to me that someone could raise an objection at the meeting. Is that not permissible?
ReplyDeletePlease go to the City Council Meeting. Of course, the ususal suspects will be there, but we need lots of people to show the City that they did not sneak this one past us. Guess what? That's what they are doing. It is Absolutley intentional that this is being voted on before Teresa takes her seat. They were so hoping to get Doug Long on the Council to keep their development friendly majority in control. Let's make them sweat a little....be at the meeting....Please!!!

Our Planning Director must be a total moron. He issued a negative declaration for the Environmental review process which states this action would have no damaging affect on the Environment. Higher density including greater traffic, park use, and pollution is the largest impact on our environment. People pollute. If council doesn't question the negative declaration for the CEQA process, they are all morons as well. Maggie at least should question this and put her foot down on this issue. If they are going to make Encinitas a High Density City, the City and developers better be ready to pay big bucks to mitigate for the Environmental damage.

The planning department and the council didn't require an EIR for the 147 unit building approved on property that should have only 4 units max. Maggie voted on the side of the morons.
