Dont you just think those old geezers look so cool putting on their leather and playing easyrider waving to eachother as they disrespecting everyone else? Christy Guerin likes cop bikers. See her leather jacket in previous post. I have heard the motorcycle deputy sheriffs ride round and round, sirens on, showing off with the best (or worst) of them.

It no wonder the younger generation is losing or lost respect for the older generation. The older generation gives plenty of expamples of how to disrespect everyone.
I love the restaurant outside dinning. It really makes Leucadia a quaint town and gives the feeling of a mellower coastal environment. To help bring back some calmness to the area, the City should lower the speed limit to 30 mph like downtown Encinitas and start giving tickets to the illegal exhaust pipes. If you purposely break the law and disrespect our beach community, you deserve the ticket.
With the coming streetscape program, we will see even more outdoor dining and Leucadia will become a more walkable community. This is good, considering the corridor zoning is much denser than currently exists, and all those residents will want to walk to the nearby restaurants and shops.

Let's improve our sidewalks and attract more breakfast and lunch joints. Both Papagayo and A Little Moore were doing great business on Sunday morning. The train went by during my breakfast but no Harley's. I think that is more of a summertime thing. What was nice is that the recent rain kept the train from blowing dust everywhere.
How long will the sidewalk dining last? One year, two years? The Planning Commission is approving buildings along the north 101 corridor that aren't suited to sidewalk dining, that aren't suited to restaurants. Residential housing, dense residential housing is the future of the commercial Leucadia.
I've heard there are two "goal setting" meetings coming up in Jan 2007 at City Hall and I understand the public is welcome. This would be the place to request lowering the speed limit in Leucadia and banning motorcycles. Hey, we all agree on something for a change!!! I didn't care one way or the other until I rented a studio at the Art Colony. The noise was ridiculous and was actually LOUDER than the trains passing by.
Get the requests to lower the height and build less dense projects to the city council.

Leucadia has the North 101 Specific Plan to deal with. Portions of that plan allow for increased heights, densities and parking relief to name a few.
If you don't agree with what it says, tell the council you want it changed or reviewed. I have found it silent on issues related to FARs,underground parking limitations and other issues. You can't expect the original authors to have thought of everything.
Specific Plans are designed to be fluid documents and can be ammended. The Encinitas Ranch Specific Plan has been ammended many times.

Policy 7.10 says that all development "shall be limited to a maximum height of 2 stories and 30 feet." then goes on to say, "Limited exceptions for non-residential development may be allowed, but only for designated specific sites as developed and adopted through area specific plans." Pretty clear.
The North 101 Specific Plan itself explains to you all these variations. They allow you to go up to 33' in certain areas, they allow parking incentives, they allow zero FAR in many zones.
I wondered what a specific plan really is, and found this in our Encinitas General Plan, "The General Plan establishes broad parameters of development on a long-term basis. On the other hand, a specific plan is designed to identify particular land uses and development standards relating to a specific area, site or development proposal."
All I know is that Pipe's Cafe in Cardiff is printing money. It's all just eggs and potatoes; low overhead. Somebody smart should open one in Leucadia.

So the developers are putting small commercial rooms on the bottom of large residential buildings and asking for the additional building height that should only be allowed for non-residential.

One planning commissioner's comment on the height of the project at Encinitas Blvd. and Hwy 101 was that the building was actually 43 feet tall with the basement.
You guys that complain about road noise on sidewalk dining areas haven't heard or smelled the real problem. I eat outside at Encinitas Cafe 3 or 4 times a week. The raod noise is nothing compared to the RSPB type people that walk down the sidewalk with their boom boxes and/or yelling obsenities at the sky. Many come by and stare at your food while they smell like shit.
Where are our law enforcement types for both the RSP BUMS and motorcyles? Oh I know, they are at Starbucks in Cardiff checking out the women going into CardifFit.
