Dan Dalager was made deputy mayor. That will make him mayor in 2010, when he is up for reelection. Another slick move by Jerome Stocks. Stocks made a motion for Maggie to be mayor, which was quickly seconded by Dalager. Then he added Dalager as deputy mayor, and this was quickly seconded. It seemed like two motions to me. Teresa thought so too, but was quickly brushed aside by Stocks. The single vote was taken.
It saved Stocks the embarrassment of the two ladies voting against Dalager. Stocks is always big on harmony and sweetness and light, at least in appearance.
The burning question is whether James Bond will serve out his full term. His increasing detachment make this unlikely. Who will take his place? We may need a special election, since it is unlikely that the remaining four could agree on a selection.
Dalager is funny when he is mayor. "I remember when all this was open fields and we would play ball and fly kites and it was a grand time. Shucks, now they want to build a 7 story commercial building that goes against the city general plan. Oh well, you can't fight city hall."
I was surprised that Sheila Cameron made a motion for Teresa to be Deputy Mayor - I don't know what was worst, Teresa thinking Sheila could do this from the audience or Teresa thinking that the majority would go along with this dumb idea.
Forget the "works well with others" kindergarden idea. If that's the criteria Bond, Stocks, and Dalager will get gold stars every week and twice on Saturday.
Have to say the first closed session tomorrow under Maggie's leadership was noticed with 72 hours per Brown Act ---- I almost fell off my chair when I got the notice and it all made sense once I realized the change in leadership date. Way to go Maggie - she delivers on her promises, unlike Stocks who publically pledged to put "Open Government" on the agenda. Like, we have to discuss whether or not to have open government? And, failed to do so.
I just want to make note that already someone is starting with divisive comments about Teresa Barth. This is a clue that her strong, rational work is feared by a group that want instead to control. We need to stand strong now for the kind of honest hard work Teresa brings to her city council seat. More please . . .
Teresa Barth recently voted along the Planning Commission's recommendation regarding a large development and a certain someone was angered by that and now post anonymous vitriol on this blog to make himself feel better even though the council majority gave him what he wanted. Maybe Dr Lorri can prescribe some Prozac.
Yes, but Teresa also abstained from hiring a $25,000 consultant to press the Coastal Commission for 5 sports parks. I love Terea, and was quite surprised by this. Her rationale made no sense to me. However, I am just a lowly Cardiffian and my view means nothing, even though I don't live near the so called Hall Park.
I think the notice for the closed session was LESS than 72 hours. The notice was signed and posted on December 9; the closed session was two, not three days later, on a Thursday, at 10:00 A.M. The agendas are usually not posted until the afternoon, so for the closed session to be held on Thursday morning, it had to have an extra day's notice, or there would not have been the bare minimum of 24 hour notice.
Maggie Houlihan had not yet been selected as mayor, so she is not responsible for this particular notice. I am hopeful that when Closed Sessions are held on the same day as regular council meetings, they can also be given 72 hour notice, as are the regular agenda items. These meetings are linked to the regular council meetings, and should be held immediately before so that more people could attend the open portion of the closed session, if they chose to do so.
The Brown Act does spell out that closed sessions linked to regular council meetings must get 72 hour notice. If this were now done, through Maggie and Teresa, then Council could go back to reporting into open chambers when the public is actually present, and the cameras can record the reports on votes and actions taken in closed section, as mandated.
Notice that the only "special" meetings that routinely get ONLY 24 hour notice are so-called "stand alone special closed session council meetings?"
I also thought it was ridiculous that Jerome was given so much praise and adulation at the Special Meeting. Unfortunately, Jerome Stocks is STILL on Council! Did staff and the Chamber of Commerce think he would not be re-elected? Or are they just kissing bottom big time?
The number of gifts was inappropriate, in my opinion. I also thought that there should have been two separate votes. Teresa Barth could have and probably should have made an alternate motion to have the mayor and deputy mayor be voted upon separately. The alternate motion would be called first. Even though Maggie and Teresa would still have been outnumbered, it would have been more in alignment with what the majority of the audience, and the voters would have wanted, a separate vote!
Also, I was grateful for Sheila Cameron's suggestion, her courage, and i am tired of a few disrespectful jerks putting her down, here.
She was our mayor, and many, many people supported her at the time, and still consider her an asset to the community.
Sheila was ousted one month early from her term as Mayor by three peers: Chuck, Christy and James. (a suspected strategy so James could be Mayor when he ran for assembly - which he did and lost anyway.) 50 speakers stood that night to support Sheila. No speaker opposed her. The benefits she brought Encinitas are too many to mention here and I get the feeling they would fall on your deaf ears anyway. If you don't know what she's done for our city you must live somewhere else. 0r politically pledge your allegence to the big three. OK not that big.
yeah Barth could have voted against the consultant but I think her reasoning reflected her respect for the democratic process.

If Dalager is mayor in 2010, that would mean Teresa never got to be mayor in her first term, right?
