I think the storm drains are working well in Leucadia since the improvements completed over the last few years. I rarely see the park flooded anymore and no flooded businesses have been in the press.
Bravo! When I was a kid we'd put bacon on the end of a string, drop it in a puddle, and if we were lucky... catch crawdads. We'd eat those crawdads and yes, they were delicious.
I'm really digging that you posted that. When I first saw that sign, it was one of those moments where I thought, "I love this place!" Some artistic thinking person got all muddy for a laugh. That's good, eh?
Plant some trees and shrubs, and put in a DG trail. It doesn't take a lot to make things look nicer. BUT it does take the will to fight city hall and NCTD to be allowed to make things nicer.
