The Council is up for a 10% raise, suggested by Cotton.
The council also will consider giving Cotton an 11 percent raise, which would bring his compensation, including wages and deferred compensation, to $242,640. His last raise was in May 2007.
Councilman Jerome Stocks, who proposed the raise, said it would recognize Cotton’s performance with an increase comparable to the raises for employee groups such as firefighters.
Either the UT, Stocks, or the ETA goofed, because the ETA reported that the firefighters did not take a raise this year.

The Vice-President of the United States makes $247,000 per year. Is Cotton worth the same as the V.P.? Just askin.

If unions, developers or private sports leagues want something he will listen and act accordingly. As for the publics, don't waist your breath.

At what point, if ever, does a salary get so high that raises are no longer justifiable? It would seem that Cotton's salary has reached that point. How close is this man to retirement? I suppose that we're stuck with this level of salary going forward into his retirement. We (the taxpayers and our children paying for these bills) can't keep doing this..

All other city employees will get 3.5% raises in 2010 & 2011.
We need council people with the balls to re-open these contracts and tell these over paid monkeys, no.

This is absolutely insane. I say lay off the city mamager and have someone making $120 take his spot. I could replace him with a MBA/CPA or MDA/JD from a top 20 school in about 3 weeks.
ReplyDeleteI just listed a position in the private sector doing biotech M&A (just slightly more complex than managing Encinitas) and got 150 resumes in 3 weeks with MDs, PhD, MBAs, JDs, and multiple combinations thereof willing to work for about $100K less!!!!!!!!!!!!!!!!. Our city manager nor Mr Stocks could never do their jobs or even obtain such training - and yet they are throwing our money around like it is 1999.
I could do that job in my sleep - 20 hours per week max. In fact I would like to do a job swap for one month and film it.
This shows that those who serve in government are completely out of touch. The city manager should have kept this on the QT and prayed no one found out he was being compensated like a corporate executive.
These jobs are not difficult or complex - $80K with a 401 K would be about right.

Encinitas public sector employees are overpaid with bloated wages and benefits. Underfunded retirement packages are unsustainable. Encinitas needs to go on a fiscal diet - pronto.

ReplyDeleteTime to clean house. Since Cotton is at will -- fire him and hire somebody for less than half. Cotton does NEXT TO NOTHING, he directs staff, makes phone calls and IGNORES THE PUBLIC. He has never, ever, replied to any of my emails, or to emails sent by other citizens that know, not even to indicate that he is forwarding the email to an appropriate person to respond. Email the council PRONTO. Government salaries should be tied to government income, just like the private sector, they all should be getting a 20% decrease. But, no, they will raise our water rates to backdoor in these expenditures.

Encinitas is a late adopter. Generic city staff positions should be outsourced to save money on benefits and pensions should be eliminated in favor of 401k plans.
You know what irks me is that Cotton lives in Carlsbad. He doesn't even pay property taxes in Encinitas.. If he were a class act he would say NO to this if it gets approved. He should have already said NO, IMHO. Same with Council. I can't believe that they too are asking for a raise. As someone else said, don't they know that most people feel lucky just to be employed right now.

Raising cotton's salary raises his pension payments the same amount forever.
Replacing Cotton now with a lower City Manager salary would stop the higher pension payments and salary payments. The City would save Big.

ReplyDeleteYes, I watched the meeting. Discussion will be tabled until the first meeting in March. Teresa motioned to not give a raise at this time. Jerome pushed for a raise. In Mr. Cotton's budget for the city he had not budgeted a raise for himself. In these times of economic uncertainty and Calif. unemployment rates at 12% (according to the financial report given at the meeting by Jennifer) it is inappropriate to suggest giving a highly paid employee an 11% raise plus 1% deferred compensation.
ReplyDeleteThe council voted 3-2 (Dalager & Houlihan) not to recommend a raise for themselves...technically not for whoever is on the council after the Nov. 2010 election when the raise would have gone into effect.

ReplyDeleteWhat exactly does Joe Biden do (if anything)? It seems the VEEP is grossly overpaid at $247,000. Despite Cotton's shortcomings, Cotton may be worth much MORE than the VEEP.
6:23-You may be right about Biden. I was talking about the office of the Vice President of the United States of America, population over 200 million, 50 states, 100 senators etc. Phil is a manager of a small city of 62,000 people, in a small community, in one state. Whether Biden himself is worth it is another matter. However, the office, whoever holds it, is paid $247,000 per year. Should a manager of a small city be paid the same? I personally don't think so, whoever it is. The City Manager of Oceanside is paid less, and it is a much larger community. That was the only comparison I was making.
