    Phil resigned because he hit the jackpot. For 12 years with the City he can stay home and collect $200,000 a year. Thais $16,600 a month. I would retire too. Wouldn't you.

    Watch the flood of other high level (meaning highly paid and huge pension employees exit) Anyone close to their government retirement age will pull the trigger. Look at the 55 to 60 year olds. Patrick Murphy is next along with a few in the Engineering.

    The public is finally waking up to the misery that Dan Dalager, Jerome Stocks, and Maggie has imposed on our City for the next decade by adopting their 40% increase in pensions in 2005. All your current tax money is needed for their current pensions obligations. Any money for projects or landscape maintenance will need to come from higher taxes and fees from the City's residents and businesses.

    Don't blame anyone but yourself and the idiots like Dan Dalager, Jerome Stocks, and Maggie Houlihan...... you all caused this mess.

    Many heads should roll at City Hall. The staffs attitude tends to be against the best interests of the Citizens.

    Two initial thing you can do to start cleaning up the mess is:

    1. Make Sure the crooked Dan Dalager is rejected from office this November. Start the Signs- "Anyone but Dalager!"

    2. Do not allow council to select a new City Manager until after November 2011.

    The future doesn't look so good since these bozos screwed us..... I think its a question of if they will even want to remain in a town that they screwed. I know I will never forgive them for their miserable decisions made over the last 10 years.

  12. I wish to offer thanks to Phil for doing an admirable job in his tenure as city manager. My experience with Phil has always been very positive. He has acted fairly and professionally in my dealings with him concerning issues with Leucadia and Cardiff.

For example, why are there no more trees at Orpheous Park? Answer-Phil and his cronies. Why is there no Cardiff Specific Plan? Answer-Phil and his cronies. The list is endless. Are you sure you are talking about our City manager. If so, can you give us some positive things he has done?

  15. Caracadian- Cotton's buds allowed the wrong tree to be cut down at Leucadia Roadside park and no one, no one suffered an inch of pain, other than those Leucadians that appreciate and admire trees.

    Did anyone lose his/her job?? No!! In fact the city wanted to give Cotton a raise for such acts of negligence.

    Sorry Dude, Cotton was long over due for a firing!!!

    Cotton is a retired Marine Corps colonel, he understands that he is responsible for the actions of his subordinates. You don't move up in rank(and power) when those under you fuck up!! Only in govt are you rewarded for the incompetence of your underlings.

  23. since Cotton has been at the helm, the city has shunned open government. he was the one who dictated that the public documents available on line be pulled, you used to be able to locate ANY public document, now it is just meetings and agendas and plans. he has condoned and ratified the sexual harassment. he has allowed dept. heads who are inept to continue their ineptitude without redress. he has drunk of the waters of the three stooges and stood shoulder to shoulder with them. he is a liability and good riddance.

  25. I attended the informational meeting on Pension reform sponsored by the Encinitas and San Diego Tax Payers Associations. Most Encinitas city employees will receive about 2.7% of their salary for every year worked based on their highest paid single year. As such Phil Cotton will receive about 32% of his salary as his pension. At 200 K his pension would be about 65 K a year. I think his salary is around 224K.

  26. Last night, Channel 13 in Sacramento broadcast an in-depth report by reporter Mike Luery on the 50% growth of the CalPERS $100,000 Pension Club in just one year. CFFR president Marcia Fritz makes a cameo appearance.

    Interestingly, the report starts with Sacramento Fire Captain Christian Pebbles repeating that old tired mantra about firefighters deserving better pensions because they die young. See this column by Steven Greenhut that refutes this myth about public safety employees using data supplied by CalPERS.

    Also note the amazing comment near the end by Willie Brown (former mayor of San Francisco and former speaker of the California Assembly) that pensions won’t bankrupt the state — the state will just cease paying them.

    A lot of the commentors are hating Phil because he has a pension, which he did not instigate. He appears to receive the blame for a few other things that he was not responsable for, too.
    Actually, I do not see much of anything mentioned above that is actually his fault, aside from when he went down and chopped all the trees down with his saw at orphus and roadside park.

  34. Somethings up. I can only hope that things will start to crumble at city hall. I believe something must be coming down and he is getting out fast before it gets to hot. Who will follow is the question.

    The other question is who will be his replacement. Chris Hazeltine is Cotton's boy, his protege. I can see that move coming. Cotton recommending Hazeltine as his replacement. Hazeltine moves in as a temp and continues on with the cover ups and business as usual, the course that Cotton created. He gets real cozy and after the election if the good old boys remain in power, they appoint him.

    He is the perfect pick to manage and coverup the Hall property boondoggle. He's one of the guy's that created and masterminded it with his Little League ties and interest.

    Dalager, Cotton, Hazeltine, Stocks are all in bed with each other. I can see them all spooning with Sabine tucking them in. Nice visual!

  35. Phil Cotton became City Manager in 2006. He had been head of Public Works, and before that Parks and Rec. I don't remember Phil specifically pushing for pension increases. Everyone at City Hall wanted the increases. The blame has to be put on the City Manager (Kerry Miller) and the City Council (Stocks, Bond, Dalager, Houlihan, and Guerin). The council had to approve it.

  36. Steve is on the right track. I can't imagine the majority on the council going outside to pick a new city manager. Cotton was chosen to maintain the status quo. Hazeltine is the likely choice as a "temporary" city manager. He is ambitious and an insider. Most important he will do whatever the council majority asks him to do, ethics and morality be damned.

    Hazeltine is not ambitious he is a government slacker that fell into his position. Hazeltine is not a smart person, and he crumbles under pressure.

    He would be soooo funny as City Manager...... he would make the stupidest decisions and crumble from the pressure from the intelligent citizens who would regularily catch him in mistakes.

    The new temp. City Manager will be patrick murphy for about 6 months to a year max to spike his highest paid year before he retires at gets that retirement salary for life. Watch you heard it hear first.

  40. I don't think the Council would actually have the nerve to appoint another insider. It would not set well with the citizens that actually care about the City. At this time, there are a lot of people looking for work. There are also a lot of City Managers of other cities who would love to work in Encinitas. I just e-mailed a friend of mine who is a City Manager for an Orange County city. She lives down this way and would be great. As soon as they open up the job search, I am hoping she will apply. She told me there are a lot of City Managers who would love to work in Encinitas. So, repeating what they did with Phil does not seem too likely, especially if they wait until after the election. There is a reason Phil retired. We may never know the truth of the situation, but I believe there is more than meets the eye. I suggest we keep the pressure on, and also attempt to get Glen Sabine's contract to be put out to bid. He has been here too long, IMHO. As I said before, I think Phil is a nice person. I just think he was not objective enough in some of his decisions.

  41. Whoever the is temp will be tasked with continuing to cover up and clean up before a permanent is placed. A lot of shredding will take place and others will leave before an outsider could ever be placed. Additionally, if the good old boys stay in office or in control, it won't be an outsider. I'll bet on that one.

Isn't he the one that obviously worked with the GOB's to challenge the Planning Commission who recommended a reduction of fields and address dangerous traffic problems at Hall Sports fields? The Planning Commission made these recomendations because they recognized that this is what the public wanted. And he put in the phrase, "maximize sports fields" into the Hall goal statement, even though there was no public discussion on this radical change and went against the vast majority of recorded public input.
    He did not work for the public at large, but for the 'Boys'.
    He is not a good choice if we want someone that works for the general public.

  44. I think Steve has the most likely scenario. Some months back I heard from insiders at city hall that Chris Hazeltine has been saying that he wants to be city manager. He certainly is ambitious. His intelligence may be up to debate, but ambition and intelligence don't necessarily go together. I wouldn't call him a slacker either, as he has been working very hard to promote himself.

    It's unlikely to be Patrick Murphy. He is a religious man, and I don't think he would take the position. That leaves Larry Watt of Public Works. This is a possibility, but he seems to be less of a toady. The council majority wants a lapdog. That was Phil Cotton. Woof! Woof!. That will be Chris Hazeltine. Arf! Arf!.

  54. Hey, you have no idea what your talking about. First off, I'm at my retirement max 30 years of service @70% of my base salary, thats what I earned. I paid my entire pension contribution for 30 years unlike how it's structured down here where the city makes the entire contribution. I'm gonna do 10 more years because I have a young family and can't afford to retire. My years of enjoying retirement will be limited and it's likely I will not live as many years on retirement as I worked. My family will then only get half of my retirement when I'm dead. My fireman's pension in LA is NOT anything like the cushy one the pretty boys down here have.

    The big news down here is that the poor Carlsbad fireman are going to have a contract imposed that includes a 2 tier pension. Additionally their going to have to pay their pension contribution so the city won't be picking that up anymore. Well that's old news. In LA we have a 5 tier system and it's going to change again, and not for the better. I don't want to hear your bull shit about my pension you don't know anything about it. So shut the F*#K up and lets focus on keeping Hazeltine from taking over at City Manager.

    Calm down Fire Department Sleeper/ shopper/ movie watcher/ workout queen Stevie- We all have friends that are LA fire department employees. There are hundreds alone in Encinitas. We hear all their stories and know its a cake job. You know its much easier to get paid for a 24 hour shift, or you would do something else. So you shut the F9087ck up Tax leach.

    You earned your salary. Period. The LA council gave you outlandish pension at their tax payers expense.

    Now you can focus on Chris H and others but don't forget you are getting a public tax payers ride.

    Lets get all the pensions replaced with 401k programs and no more than private sector.

    If not 401ks, I say lets make it 1% at 65. so pensions are more like 45% of the highest paid year if they work like 45 years like the rest of us. Public worker compensation should be equal or less than private not vise versa.
