Over the years there were lots of rumors about the golf course and money going from the course going to the Carltas Development Company. Those rumors are put to rest in tonight's city council staff report. Here is an excerpt.

I wanna skip my scheduled tax payments too. Where do I sign up for that?
ReplyDeleteAnother example of Dan Dalager and clan ripping off the tax payers for special interest such as the Carltas company, Employee unions, sports leagues, and developers like Carltas.
ReplyDeleteIn Dan Dalagers eyes, residents are nothing but revenue, he only needs to listen to special interests.
If Encintas cared (which I hate to say they are brain dead as a whole), they would run Dan Dalager and Jerome Stocks out of town.

Who needs a golf course? Take the land and put in soccer files with 90 foot lights, loud speakers. There is plenty of parking, easy access and it is closer to Carlsbad for all those soccer moms to get to the fields. Then we can use the hall property for a passive park. There is quite a bit more land so we can build even more soccer fields. We could host all the Carlsbad tournaments. Since we are giving tax money away anyway we don,t need revenue.

ReplyDeleteI walk by the golf course on the trail that goes by it, and it's my impression that it's getting seedy looking. Is this the result of the water cut backs or less funding for maintenance?
The council voted 5 to 0 to request further information. Three of us spoke, with Sheila Cameron giving enough details to show how little the council understood. The public comments were enough to stop a "quick fix" of whatever problem exists in the golf course authority.
ReplyDeleteJay Lembach of the Financial Department admitted there is no revenue surplus, yet Jay insisted everything is fine in the authority. I don't think so. There has to be a money problem, otherwise this agenda item would never have been brought forward. City Manager Phil Cotton hoped to slip the fix through without anyone noticing. Perhaps we will find out what the real problem is. It's not the pretext of establishing a reserve fund, which should have been done 12 years ago.

Better yet drag the bums out of the council chambers and all the city employees will follow.
I forgot to mention that the sales tax repayment is due in June, the end of the fiscal year. Cotton and Dalager waited almost until the last moment to put on the agenda a suspension of the payment. To me this is further evidence that the golf authority has a revenue shortage.
ReplyDeleteThe city issued $11 million dollars of bonds to build the golf course. The developer was Carltas, the development arm of the Ecke company. I am beginning to wonder that if the city doesn't suspend the repayment, it might put the bonds in jeopardy and cause a default. There are those complicated lease payments that pay for the bonds and make it difficult to understand. I would like to see the city not suspend the payment, and then watch what happens.
If it cost 11 million to build the Encinitas Ranch golf course, that is a whole lot better than the 70 million they spent in Carlsbad!

ReplyDeleteAnswer:
Borrowed money from bonds to be paid by a combination of Mello-Roos taxes (a special property tax assessment district, in this case the Encinitas Ranch project) and revenues derived from the golf course. No city funds are pledged to these bonds.
But it gets dicey and complicated. The Encinitas Ranch Golf Authority and the Encinitas Ranch Golf Corporation (a joint powers agreement between ERGA and SDWD) are involved in the bond issue. The boards of both entities are the same with 3 representatives from the city, one appointed by the city, and one from Carltas.
If the Authority/Corporation doesn't have enough money to pay its obligations (bond payments and sales tax repayment), this is a big problem. No one wants the golf course to fail. If we are going to have a public bailout, it needs to be done in the full light of transparency, not behind the scenes at city hall under the pretense of establishing a reserve fund.

Our bluffs with shades of orange and brown are natural and beautiful. Our library colors were chosen to compliment our bluffs. They did a great job. If you like the white Dove Soap Library so much, move to Carlsbad. They'll be real happy to get you. I'll stay here at our earthy library enjoying all the amenities of any other county library, but with a 500 foot ocean view, excellent art and music events, and a continuous ocean breeze instead of rotting stench wafting over from a contaminated slough. You're right about the Cardiff library though. What was the same architect thinking?
