How things work in Leucaida
1. Low income family lives in an old house on greenhouse property.
2. Developer subdivides property and asks for a density bonus, that is only available to those doing large developments and is granted regardless of proximity to mass transit or a local coffee shop.
3. Developer gets density bonus for providing a place for low income people to live. Yes, it can be the same house that was already occupied by low income families and, yes, you can end up with less free market low income housing in the end.
4. Developer builds out the development and the old house is bulldozed. Zero low income housing.

1. Make it a council goal to adopt a density bonus ordinance that closes grand canyon loopholes and makes sure it is consistent with other city goals,
2. work with our state reps to change the state law. The council (disingenuously?) complains about density bonus but does not follow through on changing the law.
people should have property rights and a City should be able to set its on zoning density. the State has no business in zoning period. Repeal density bonus laws. They are stupid. Anyone supporting them are stupid. As your state legislator if they support density bonus laws.

Low income housing does not exist in this city. Yeah, you can buy a condo in Cardiff in the high threes and and a few homes for four hundred K here and there but if you want a single family home with a real yard... Forget about it! The city does not want it! The city would collapse if it had to have low income housing. The city's tax base depends on expensive homes. Density is coming to our town but not low income housing.

ReplyDeleteThat would be another benefit of de-incorporating Encinitas in addition to getting out of our unsustainable pension obligations.
Del Mar probably doesn't run into the issue because it is fully built-out so doesn't need state approval for any new developments.
Deincorporation - how does that come about?
ReplyDeleteThere has been a rumour for years that the city would adopt a building code zoning ordinance that would stipulate a standard minimum type of residence, thus eliminating the trailer parks and old beach style shantis thru-out Leucadia. I think it even came close to a proposal, but was backed off of when an outcry went up about the massive land grab it represented. The current failed economy has stalled such efforts, but it will come back around again. Southern California is expecting a growth surge over the next 20 years, and the wealthiest class will be looking at the prime locations - along the coast. America - the land of the privledged - they buy what they want and drive the peasants out.

ReplyDeleteYes, trailer park owners will be persona non grada soon. The city does not want them either. The city wants to maximize their tax base. it will be retail on the first floor and two floors of residental above. This is what they want for Vucan and the 101 corridor, and huge 4500 sq foot homes stuffed on tiny lots everywhere else.

ReplyDeleteThe current General Plan is quite adequate at keeping the neighborhoods as they are. A few places in the Plan need tweeking. The first change should be the elimnation of the Policies that allow a super majority of the Council to amendment the General Plan. Amendments shall only be added by a vote of the people.

ReplyDeleteLet's face reality. There are lots of cities that are very poor. It is a lot cheaper to live there but you choose to live in wealthy suburbia. What makes you all that different than the lady you overheard?
Back in '91, the folks and I were at a city hall meeting fighting redevelopment in Leucadia (during it's first round). Andy Kentera yelled from the audience "Put all the low cost housing on Lone Jack Road!" (a place where some of the council members lived). An upscale lady from Olivenhain then got up and spoke against low cost housing. She whined: "Well, low cost housing, it's, it's just so bad for the kids!" to which my dad leaned over and whispered to me: "Livin' next door to millionaires never bothered me."

ReplyDeleteThe Supreme Court (Supreme Joke) modified the concept of condemnation of private property to include the elitist twist of the "highest economic good". That means if someone can develop a property to a 'higher value', it can be confiscated by imminent domain. That would mean that Leucadia as it now exists could be demolished and rebuilt with luxury homes - accessible only to a minority (uber-wealthy). It provides a higher tax basis for the city; therefore the highest economic good. Something stinks in America - the arrogance of the wealthy, who have the laws written to their accomodation. The current wars are an extension of this concept - the elite own the munitions factories and have the investments in overseas resources. Let the youth of the poorer classes fight for their bottom line $$$$$$ - pass more caviar!!!
