Coastal Commission Del Mar meeting madness





As I write this the CC meeting regarding the controversial 241 toll road that would cut through San Onofre state park is still going. It started at 9 am this morning and thousands of people showed up. They capped the public speakers at 500 after 2000+ tried to sign up for 2 minutes to speak.

The above photos are classic. The only visible "supporters" for the road were these Caltrans workers who were paid by the TCA to show up and hold signs. They promptly all left at exactly 2 pm when their pay day ended.

Leucadia Streetscape Workshops Schedule

North Hwy 101 Streetscape Public Workshops Upcoming


As you are aware the City is initiating the North Coast Highway 101 Streetscape Project and is scheduling a number of opportunities for community involvement. Please spread the word regarding upcoming events for public participation:

Community Participation Workshop #1 - Part A: Thursday, February 21, 2008 6:00 pm - 8 pm at Oakcrest Middle School Auditorium

Community Participation Workshop #1 - Part B: Saturday, February 23, 2008 8:30 am - 1:30 pm at Encinitas City Hall. This workshop includes a walking tour of the project area (participants will be bused back and forth from City Hall to North Coast Highway 101) then regrouping at City Hall for presentations and brainstorming sessions with participants.

Additionally, an informational "Kick-off" presentation for the North Coast Highway 101 Streetscape Project to include introduction of the project consultant, overview of the project area, general background/process discussion is proposed for the Planning Commission and the City Council as follows:

Graduate Student Says Intersection Unsafe


MUNCIE, Ind. -- Whitney Stump didn't like watching drivers ignore the stop signs at the intersection outside his home, so he asked the city to paint crosswalks there.

When the city said no, he made one himself. And the city wasn't appreciative.

Stump, a 27-year-old Ball State University graduate student and father, says he was arrested in July on a charge of criminal mischief for creating the crosswalk at the intersection of Dicks and North streets. A police officer then warned him after he went back to touch up the paint in August, and the county prosecutor decided to charge him again.

"If they're not going to provide a safe environment for me and my community, then I believe I have a moral obligation," Stump told 6News' Ray Cortopassi on Wednesday.

Stump said he first asked the city to do the job, thinking crosswalks would get drivers' attentions and make them aware they needed to slow down.

"I called the street and sign department probably a half-dozen times in the course of six months (to) a year," he said.

But the city said painting a crosswalk in a residential area is not necessary unless the intersection is near a school. In Stump's case, the intersection isn't.

So Stump bought some paint and used it to create a crosswalk at one of the intersection's four spokes.



"I used spray paint on the outline, and went to Wal-Mart, where they had a sale on ... white paint and rolled it out," he said.

Stump said he didn't hear about the second charge right away, causing him to miss a court appearance. Because he missed his court date, he spent 10 hours in jail.

The city hasn't covered up the crosswalk. Stump said he intends to paint crosswalks on the intersection's other three spokes.

Taxpayer Scam Alert: 241 Toll Road to Destroy California State Park



On February 6, 2008, the California Coastal Commission will be considering whether to give approval to a proposed toll road through San Onofre State Beach. The Governor made news last week by reversing his position and publicly supporting the toll road proposal and President Bush signed a military authorization bill this week that included an amendment authored by Rep. Susan Davis (D-San Diego) that will require the toll road proponents to adhere to state environmental laws.

Maybe Gov. Arnold Schwarzenegger was trying to make up for planned cuts to state parks. Otherwise, it's hard to imagine what could have led to his recent support for the Foothill South toll road.

Toll roads are taxpayer scams. Your taxes pay to build the road and then the government charges you to drive on that road per use, nice. That is how they do it in Mexico.

The 241 toll road is a double scam because it will destroy 60% of a state park that even Ronald Reagan wanted preserved forever.

The 241 toll road kool-aid drinkers will tell you that this road is necessary to relieve traffic congestion. This is false, it will in fact increase traffic on the I-5.

The 241 toll is a road to nowhere, it's all about selling off more than half of our state park and opening up the back country of pristine southern California land for development to profit a handful or individuals.

Leucadia 101 Mainstreet Association Goals for 2008

*Work with the City on implementing a Urban Tree Inventory / Enhancement / Replacement Policy. Plant more big trees. Plant small trees too.

*Lowering the speed limit on Hwy 101. Traffic calming.

*Clean up and make the Leucadia rail crossing safer.

*Clean up east side of 101. Establish a partnership with NCTD.



*Parking and pedestrian access improvements to Leucadia beaches.

* Improve Parking.

* Continue to build positive relationship with city.

* Install water, landscape and plant trees at the entry sign location.

* Buff out the 6 watered medians, replace dead plants to beautify our community.

* Communications program improvements (email, website, etc.)

* Continue to push to underground the railroad tracks.

* Establish Economic Development business meetings for idea exchange and to promote success.

* Determine specifics related to our input on the Streetscape planning; L101's input to the consultant.

* Plan an outreach program to get the community involved in the streetscape planning.



* Continue to improve special sponsored events: LeucadiART Walk, Light Up Leucadia, Leucadia Nights, Farmers Market and the Dining Card (Peder's idea instead of Taste event).

* Enforce noise levels on Hwy 101 (no muffler straight pipes).

* Continue to improve pedestrian walkways along Hwy 101.

* Integrate all architectural issues along Hwy 101.

* Hwy 101shuttle bus idea (working with DEMA, Cardiff and City).

* Remain involved at the state level with Main Street program.

* Permanent Leucadia 101 office that is more visible.

* Build our database of emails where people in the focus area and even people/groups who might have interest in our various events and messages can be quickly, easily contacted.

* Better use of volunteers (non-board member volunteers).

* Continue to be business friendly while maintaining our unique flavor of Leucadia.



Board Members were asked to pick five goals each and place them on a time line from 2008-2013 as to when they would like to see them achieved. Most all fell into 2008. From this exercise, the following top goals were selected by the Board.

*Tree Replacement/Tree Canopy along Hwy 101 in Leucadia
*Lower speed limit along Hwy 101 in Leucadia
*Traffic Calming
*Streetscape
*Communications Program (website, email database)
*Stay involved with pedestrian railroad crossings
Develop relationship with NCTD



The Leucadia 101 Mainstreet Association is composed of caring volunteers who utilize the Mainstreet program to improve Leucadia's future and maintain it's unique flavor.
