Leucadia 101 Streetscape Workshop #3

Community Workshop #3 – Thursday, November 13, 2008 from 6:00pm – 8:00pm; City Hall

The refined version of Alternative #1 and other design options will be presented for public comment and feedback. The public is encouraged to attend the workshop to be active participants.

Questions/Comments
Public involvement is key to the ultimate design of the North Coast Highway 101 Streetscape.

  1. Bob, we know that you oppose any changes to Leucadia. Yes, yes you say Leucadia needs to be made walkable but it's walkable now and ugly, not to mention unsafe. So stay away for the sake of future generations that want Leucadia to be both walkable, nice to look at and safe.

  2. Bob- I hope you realize there are a ton of people that support making our main street more walkable, bike friendly, calming traffic, and more inviting for a better business environment. Plus the landscaping looks like scorched earth with no trees.


    Somewhere between 70 to 80% of people prefer roundabouts to signals or stop signs.

    That roadway needs an enema and I hope you offer constructive comments.

  3. Cutting down the trees!

    All anyone, local or not, needs to know is that the current Peder Norby plan for Hwy 101 next Thursday at City Hall on Nov. 13th is that Alternative #1 calls for restoration of the tree canopy.

    The plan calls for cutting the trees down to 'restore' them.

    Restoration means removal of the current trees then replanting; read the plan on Leucadia MainStreet 101's website if you do not believe it. Ask Rick at Leucadia Glass; ask Ray at Sub Palace.

    Why is the price of walkability have to include an eight-foot fence built beside the train-tracks on the west side required by NCTD, back in parking, only one lane northbound from Encinitas Boulevard and 5 (million-dollar apiece) roundabouts, AND...cutting down all the trees currently alive to re-align Hwy 101?

    What does ANY of that have to do with walkability?

    Restoration? Call George Orwell!

    Peder says,"Just let us build the first phase and then if you don't like it, we'll take it out."

    Read the plan for Alt. #1 yourself.

    Show up on the 13th at City Hall and ask Peder yourself.

    Me thinks thy a bit grumpy. Must of been a tough week.

    Everyone attend the meeting with an open mind and don't believe the drivel of the upset poster with an agenda to bash Peder and Leucadia 101.

    The plan is a community plan drafted with community input by Peltz and Assoc.

    The existing trees will be preserved, and just as importantly, finally, the restoration of the tree canopy that has been lost the past 50 years or so will begin.

    There are folks who don't want this to happen and don't want the community of Leucadia to enjoy a more walkable and enjoyable corridor.

    Anyone who thinks that a 70mph road design with a dust bowl for an eastern edge and no parking for merchants is a good thing needs to have their head examined.

  10. Whats wrong with the way it is? I love it just as it is with the new sidewalks. What happened to the Keep Leucadia Funky crowd? Why are we thinking about spending millions on something not needed? Why do we have to provide more parking for business, they knew going in parking is bad. They bought cheap and now their investment will pay off. Screw that, sounds like carpetbaggers coming in and trying to change something that drew them here in the first place. Say no to any stop signs, traffic lights, roundabouts, single lanes, reverse diagonal parking. Maybe we can reduce the speed limit and have a police force that will enforce it. Save these trees as nobody in our lifetime will ever see eucalyptus trees along the highway that high again. Where are the tree huggers stopping them from cutting any more down?

    It is a small town. You have left too many footprints. You are not anonymous.
    You are Mike Andreen and I don't understand your motivation or that of the Chamber of Commerce, that you represent in your writing.
    The city has invited all of Encinitas to participate in all the workshops. The Chamber was invited prior to the public workshops to participate.
    They have been conspicuously absent.. As your writing states, there will be a meeting to determine the Chamber stance, prior to the next workshop.
    I would think it would be advisable to go to a workshop and then make a stance. Roundabout are not choke points. They will not cost $1 mil. each.
    There are no plans for eminent domain, removing all the trees, back in parking does not interfere with traffic any more than parallel parking, this is not Peder's plan or L101 Mainstreet plan,
    there were hundreds more citizens that have been working on this community improvement, not the 44 you stated, ther is no fencing in the plan and Leucadia Blvd will not be blocked at the rail crossing.
    Why you and the Chamber have decided, at this late date, without attending any meetings or workshops, to take this anti-Commerce stance is confusing.
    Please come and join the citizens who have been participating in this community enhancement and please stop spreading untruths.

    At the last forum...I was there...you said you were against:

    lane reduction
    roundabouts
    back in diaganal parking

    you were for
    the tree canopy.

    The tree canopy has three main sections. West side of 101, center medians and the east side of 101.

    Where do you plan to plant all the trees on the east side of the road?

    The east side looks like a dust bowl comment is right on the mark.

    Are you in favor or the increased parking for merchants? how are you going to do that?

    Why are you against Roundabouts?

    They are far more environmentally friendly than any other intersection control, plus there better for pedestrians and they raise property values. The complete opposite of Signals.

    I think you need to educate yourself a little. Maybe you should go visit the Hwy101 office and talk to some folks about the issues of the area.

    I'd like to think you really cared about the environment and the community’s health and safety.

  18. Discrediting people because they do not agree with you doesn't usually lead ito success, because anybody and everybody can go on the City site to see for themselves.

    Actually, the Encinitas Chamber of Commerce Board was lucky enough to have a formal presentation Tuesday morning October 21st on the Alternative #1 plan by Mr. Charlie Marvin and the Project Manager/Planner, Ms. Dianne Lananger of the City of Encinitas.

    You can read verbatim quotes from that presentation to the Chamber and some of the questions and answers that followed the full presentation that was printed on Page 5 of last Friday's The Coast News or in the November issue of Encinitas First; the Chamber newsletter.

    Secondly, it is not "at this late date". It was Chamber Members who DID attend both Workshops that brought the Alternative #1 Plan to the Chamber's attention and many members of the Chamber board will most likely be in attendance for the next workshop.

    Mr. Charlie Marvin stated on 10-21-08 before the Chamber board that this Workshop Project was not being driven by Leucadia MainStreet 101; that it is a city project.

    Last Tuesday, 10-28-08 at a Candidate's Forum, newly re-elected Deputy Mayor Maggie Houlihan was asked her thoughts on the current plan before Workshop 3 and she stated quite clearly that Leucadia MainStreet 101 was generating this Alt. #1 plan; NOT the city.

    So, which is it?

    Obviously what folks in Leucadia want their neighborhoods to feel like and look like is their business; not the Chamber's, but Highway 101 is a commercial route that feeds downtown Encinitas and we believe it should most-likely remain one.

    Remember, the Chamber has already experienced a formal presentation, the presentation before the Planning Commission.

    Many, many local businesses in Leucadia along Hwy 101 have signed a petition who do not approve of this Alternative #1, some attended BOTH workshops and spoke against it at the Planning Commission last month.

    The voice of these businesses in opposition have been ignored or dismissed to this point.

    The Chamber will be there in support of their Members, just like it was when it represented Henry's, Comerica Bank etc...on the Henry''s/Walgreen's median issue earlier last month.

    Telling everyone that they cannot criticize Alternative #1 because they didn't attend both Workshops is probably not a successful position for Alt. #1 proponents to take; even though they continue to take that route.

    The Leucadia Members of the Encinitas Chamber of Commerce will speak for themselves at Workshop 3; the Chamber is informing folks about the meeting Thursday, November 13th, City Hall. Six members of the board of directors live or own businesses in Leucadia. They will most-likely attend on Nov. 13th.

    Leucadia Glass and Sub Palace have paid out of their own pockets to place an informative banner in Leucadia Park to remind folks about the 3rd workshop.

    Hopefully, there will be a full house on November 13th; as to Peder Norby, everybody recognizes the many many great things he has done for Encinitas and Carlsbad; but that doesn't mean Peder's choice of roundabouts is right for the city; the entire city.

    Yes, everyone will answer; it was the residents that wanted the roundabouts; but the truth is, only 14 people at the first Workshop identified Roundabouts. Ask Rick or ask Ray, they were there and took notes.

    We should too on the 13th.

  21. There was talk at the workshops about narrowing the drive lanes as well as reducing the speed limit. I'm not sure now much space this would net for planting but I noticed the survey stakes vary along the hwy so at least some planting could be done.

    Ray and Rick? Who the hell are they?

    Apparently they are clueless and must not have attended workshops.

    If they did, they should accurately represent the process and respect the hundreds of people that have participated to date.

    Was Ray or Rick one of the hot heads that said his rambling peace and then stormed out of the workshop?

    I encourage everyone to attend. You will get the same opportunity as all the other hundreds of participants. Bob nor you are special, you are just one small voice in the public process with the rest of us as it should be.

    I have been at all the workshops and the public comments have been in huge support of the roundabouts on many occasions. You must be delusional or unable to observe reality. Check our the finding of Workshop 1 and 2 before you go wasting our time blabbing about lies and misinformation at workshop no. 3. Remember my comments and preferences for a safe and prosperous treelined mainstreet are just as important as you comments to keep it the way it is. Luckily Encinitas is filled with more intelligent people than idiots.

    I wonder what is motivating you to try and keep Leucadia treeless and unsafe?

    Do you actually like the scorched earth policy and the fact that people get killed along that stretch of road that was designed for highway speed back in the 1930s?

    Have you already forgotten Justin and the others or do they not matter because they were not your friend or relative?

  23. The very fact that the chamber still says there are only 14 folks who want the roundabouts basically proves they have not been to any of the workshops.

    It was the Chamber and Mike Andreen (Mr. truth and facts) that in their newsletter said eminant domain was going to cause the closure of Leucadia Glass (Supported and advocated by Charlie Marvin and Leucadia 101) at El Portal due to a roundabout.

    Great statement design to inflame passions. The Chambers use of Eminent domain was used because they know those are fighting words that will fire people up.

    Just one problem, No Eminent Domain and no issues regarding private property at El Portal or Leucadia Glass. A complete and utter falsehood that harmed Mr Marvin.

    They have not even had the decency to apologize for their error to a decades long member, Mr. Marvin.

    I have a non streetscape question for them.

    I supported Rachell, Just so you know my bias.

    How can the Chamber CEO Gary Tucker, moderate a candidates forum in an impartial way when he donated to Bob's campaign and posted a Bob poster in the visitors center window until the city told him to take it down?

    Clearly he was a financial supporter of Bob, was in charge of the event and the questions. That is not fair or impartial for the other candidates.

They need a straw dog to draw people's attention away from their useless visitors center (closed on weekends) thats now hidden on 2nd street and lucky to get 4 visitors a day. Whats that pencil out to per visitor each year at $90 grand from taxpayers to fund it? If you want to talk about needless spending, that one outshines every other local expenditure. Except for maybe Fire Dept, Hall Park, Mossy Nissan, Blah Blah Blah......

    As a Leucadia 101 Board Member, I know the L101 group paid for in partnership, and hung the informational banner refered to by the chamber post without credit to L101.

    I know that it was done in the spirit of partnership with Leucadia Glass and the cost were shared between each.

    Working together to inform folks and get as many folks to the meeting in a spirit of partnership is what L101 does.

    The streetscape is still being refined, The city and Peltz have both said that a hybrid of alt 1 and alt 3 is in the works.

    I hope we can all ratchet done the venomous remarks and that we can welcome all including the chamber and newcomers to the process.

    The goal by all involved is to preserve the canopy where present, and to restore the canopy once again where it is no longer.

    Any "tree" assumptions otherwise is unfounded retoric that seeks to devide.

    Roundabouts are expensive.
    Realigning Highway 101 will be expensive.

    Where is the money coming from? Sacramento? Washington D.C.?

    When will they finish Phase 2 of the Downtown Streetscape?

    He advocates for 5 lighted soccer fields, against the Cardiff neighborhood wishes, and "build it now" for the $60 to $100 Million Cardiff sports park without any idea how we are going to pay for it or the staff and upkeep.

    But when it comes to a modest investment in Leucadia Streetscape he then becomes concerned about how we are going to pay for it.

    The "petition" stated that Leuc. Blvd. was going to be closed at the track as well as a variety of other erroneous information. What you fail to realize is that the streetscape goals are to enhance the business corridor and create a pleasant, safe environment for pedestrians and a prosperous business district. Like most cities along the coast, most feel that the most important issue is not to make sure that people can speed through our community on the way to somewhere else at 60 mph.. If the Chamber of Commerce is against this commerce friendly concept, as you seem to represent, then what positive service is the Chamber offering? You seem to be stating that the Chamber want to keep Hwy 101 in Leucadia a commercial route and is not concerned with improving the business environment, safety or esthetics of this area of the city. . Are you taking a stand that this is what the Chamber wants. This seems to be a stance the Chamber of Anti-Commerce would take.

  33. In my years of practice as a land use attorney, I can tell you there are four common strategies for killing a project.

    1. Point out more faults than benefits.

    2. Discredit the proponents.

    3. Suggest some other project in some other location is a wiser choice, anything anywhere, other than what is being proposed.

    4. Claim we can’t afford to pay for it and present yourself as a watchdog.

    Over 30 years of practice, tell me the position of the Chamber in their streetscape articles written by Mike Andreen, as well as Bob with his game on and other post above is typical and consistent with a desire to kill a project.

  34. I noticed that while driving through Solana Beach and Carlsbad that highway 101 has not been transformed to one lane at the business districts. They also do not have roundabouts or additional stop signs to curtail traffic. Only at Del Mar did they go with one lane coming into town and their business district suffers. Let us just plant more eucalyptus trees at the median and the tracks. We do not need it landscaped like Leucadia Blvd or or some new suburbia.

    I totally 100% agree with you that in the business district in front of the businesses you should have two lanes. In Birdrock with higher traffic counts than us they have one lane in front of the businesses but I think you need two.

    The north bound side there are no businesses north of Jamroc. The conditions are similar to the Cardiff stretch. 2.5 miles of rail with only Leucadia blvd. as a right turn opportunity.

    This gives us a chance to use that real estate to plant trees on the east side of the road, have bike lanes, a walking path rail trail and the best of all, diagonal parking on the west side to better serve the business district which is sorely lacking in parking.

    I would like to add that that same stretch of highway used to be 4 lanes.

    If potential for cars per hour are INCREASED by lowering the speed limit, adding roundabouts and reducing 4 lanes to 2 lanes in Leucadia on 101, then how could that hurt the business district? Visibility is our bread and butter, and more cars going slower through here (yet getting from point A to point B even faster) sounds win win to me.
    Why Peltz would tell us at their workshops that 4 lanes reduced to 2lanes works well for other cities they have designed, then they draw us up 3 lanes with a tampered with median doesn't make sense to me and seems to be pandering to a third and unknown motive. People access our businesses from the slow lane, not the second (fast) one.

    Hopefully we end up with plenty of our present canopy undisturbed, and none of the fifty (30' and climbing) Torrey Pines we planted in 1992 razed.

  38. Maybe there should be a strong effort to get NCTD to grant a 10' easement along 101 thru Leucadia. Jerome could be very helpful here. That additional 10' would allow for a lot more potential in roadway alignment, parking and canopy preservation. Maybe it could be a trade for the inevitable doubletracking to come.

    1. The high speed rail bond was passed. High speed rail will run through Leucadia. This will be a separate track.
    Where will it be located in relation to the 101?
    2. NCTD will now have money to complete the double tracking through Leucadia. This will be a separate track.

    NCTD will never let tall trees be planted on their land, they won't even let asphalt and sidewalks encroach on their land.

    The only way to do the canopy on the east side is off of NCTD land.

  42. The eventual high speed rail corridor will not be along the coast through Encinitas, but move inland (maybe Oceanside) then into San Diego. There apparently were too many costly problems to deal with including narrow ROW, tunneling and other engineering problems.

    This statement is hilarious. No one can explain why one lane in each direction with higher traffic counts currently works great in Bird Rock with more successful businesses and higher worth commuters traveling through from North La Jolla.

    Yet for some unexplained reason, Leucadia needs two southbound lanes that will take out existing trees. Maybe the Streetscape planners think Leucadians are retards and will behave differently than more intelligent La Jollans. Either way, I would like to here the reason clearly explained.

  44. I feel there are a couple of pro roundabout people posting over and over and flaming personalities rather than addressing the issues.

    It seems to me that we are more walkable now, with the sidewalks. I don't feel it's right for the residents and people who drive the 101 corridor, citizens of Encinitas, to have to pay for parking improvements for a few businesses.

    I do NOT want to disturb the canopy. I am so glad that Sub Palace and Leucadia Glass are being sensible about this.

    I don't think any of the three alternatives are good. I did go to workshops and the presentation at the library.

    I want to keep four lanes, keep the median where it is, NOT have a fence on the west side, and do some actual planting and watering of the median to restore what has already been destroyed. NCTD should be required to have some kind of planting along the east side of No. Hwy 101 so that it is not just ugly dirt, which is what makes this area look blighted.

    I feel that stop signs and lowering the speed limit and ENFORCING it would be more practical and affordable than roundabouts.

    I wasn't able to go to the second workshop, but at the first workshop, there were just as many people who did NOT want roundabouts on Hwy 101 as those who did.

    The MOST votes went to keeping Leucadia funky, not junky.

    The City between Peltz and associates and Peder Norby has now paid out over $400,000, and all we have to show for it are workshops. Input from citizens is important; the businesses are important along No. Hwy 101. But we do not want to remove any more trees or relocate the canopy or RESTORE the canopy by taking out the rest of the trees and planting much smaller trees, as was done in Leucadia Roadside Park.

    Hey, this isn't about Bob. But I am glad he is coming. I hope everyone who feels strongly about preserving the canopy and not having a plethora of roundabouts will sign the petition at Leucadia Glass.

  46. Save the canopy-

    To address a few of your points.

    The second workshop was packed full of people. Three alternatives were presented and one with signals at the intersections (not roundabouts). The Roundabout options received 96% of the votes. The signal option that you described only received 4% of the vote. You can feel your options all you want and the majority of the public will offer there comment. Remember you are only one small voice in thousands.

    I love the trees as well and would hate to see any of the old growth removed for parking. The issue seems to be between parking and existing trees.

    The area is not walkable or bikeable. The road is designed for 70mph speeds and we see that from the existing speeders including the senseless death of Justin and the 100mph racing motorcycles and Lamborgini. I will not walk my dog or grandkids down on that street.

    Enforcement only works when there is a cop in the one specific local. To address the speeding issue, the City needs to redesign the road.

    We recognize there are a few people that don’t like roundabouts. But on the same page, there are many more like myself that don’t like life wasting and ugly signals. In the public’s opinion, time and time again for good statistic safety and performance reasons, roundabout are found much more favorable than signals. Sorry folks that don’t like them.

    Go to the workshop and input your comments. I will do the same.

  47. Why stop if you don't have to? I love roundabouts, and don't want to have a series of stops signs like on Rancho Santa Fe Road. I do want Leucadia to be more walkable, and to have more parking. The streetscape project has the potential to make a cool little beachtown even better! Let's not tear each other down - we all want the same thing in the end.

    It is interesting that you are now a fiscal conservative (see above - "how are we going to pay for this streetcape"?). A few months ago, you were all for burying the train tracks - was that "candidate Bob" speaking? At that point you did not seem to care how much that cost, you just knew it was the right thing to do.

    You were right about the train tracks - let's bury them. But, for some reason, you seem to be against the streetcape project.

    Please, if you can't do anything productive, please don't do anything destructive. We love Leucadia but we want it to get better. Please don't distrupt a good planning process for your own purposes.

  51. There is no doubt the streetscape project is being driven by residents and NOT business people.

    Which is great! For the residents.

    But any discussion about doing this to 'help' the businesses is falling on deaf ears, in fact, there are more Leucadia businesses represented on the petitions against Alt #1 than are current in the driving force behind this project.

    While it is great that the City is finally willing to invest in Leucadia, and long overdue at that, any plan that calls for tree removal, back-in parking, encroachment of existing businesses; moving bus stops in front of successful restaurants is not a plan that has taken into account how business is 'really' done in Leucadia.

    But what has been put forth so far has been done so without the input of the actual businesses along 101. The city's own sign-up sheets show those involved in the first two workshops are by far residents, who are not retailers or service providers trying to make a living along Hwy 101.

    That is a great thing for the residents; it truly is, but not very helpful to the business-owners along n. hwy 101.

    The people blogging here that keep saying that Alternative #1 is going to help business, really mean property-values for the many properties they own along 101.

    Using public money to increase the property values of private property owned along 101 is at least one byproduct of this plan. Its done all the time; but, please, don't say the plan is designed to 'help' business.

    The business-owners who are new to this project and are attending on Thursday night for the first time are going to be surprised; plant pallates and the colors of park benches are going to be the 'refinement' discussed.

    Alt #1 is going back to the Planning Commision as is.

    Again; if walkability is the goal; four stop signs, additional pop-outs with many more trees and flowers could have been planted for what has already been spent on this project so far.

    Without sacrificing any funkiness.

    What is the 'real' goal; because it is clearly NOT helping business. If it is to make Leucadia prettier, or more effective in public safety; great, just say so.

    But do not say that this project is to help business, or businesses.

    If that were the case; this plan would look radically different.

    Has anyone at Pelz, or in City Planning ever run a successful business?

    Think about that?

  52. One of the main purposes of the streetscape is help the businesses and the whole community. By doing so, revenues for the businesses and the City will increase through increased commerce. I would think everyone would support that objective.

    There are tons of businesses who support the project.

    L101 is a mainstreet association focused on improving the business environment of the mainstreet and is in support of the project.

    There are only a few naysayer businesses against it. Let them submit their petition with a few signatures on it. There is many other petitions and support for the streetscape effort.

    So let naysayers have their day in the sun and everyone will have their say and the plan supported by the majority of people and for the people will move forward.

    the last poster really needs to attend more meetings to educate yourself on the issues facing the community. The businesses suffer from lack of parking, a fast unsafe road that creates a negative business environment, and lack of bike lanes and comfortable walkways for pedestrians to feel relaxed while strolling from shop to shop. It seems like they are anti- commerce or something. Why would you want our mainstreet to be unsafe and unsuccessful?

    I too can't wait to hear why Bob is anti roundabout and I would like to hear what type of intersection control he favors?

    The Streetscape will be GREAT for business! The 101 corridor needs much more parking, and that helps business. Making the area more walkable by making sidewalks larger will bring people into businesses - that helps business. Upgrading an area always helps businesses.

    Trees, art, character.....
    maybe bike lanes that work
    (which don't exist anymore thanks
    to the sidewalk "improvements"),
    more than one lane of travel northbound would be nice too....
    come on people, if you take away a north bound
    lane, where are those cars going to go?
    They'll get off 101 so they don't have
    to deal with the roundabouts or the reduced
    traffic lanes and speed down the neighborhoods
    along Neptune and Vulcan.
    Yes, let's introduce more roundabouts, because
    we all love the ones on Leucadia Blvd. so much!
    Improvements means just that, an improvement,
    not a thought implemented that doesn't fit within the space....you can't get increased sidewalks
    and parking with the plan that's being proposed
    and expect success, I just don't see it.
    Don't be fooled by the pretty redendered pictures.
    Roundabouts don't belong along a stretch of highway, they were meant to go in neighborhoods,
    frequented by people at lowers speed limits.
    You can't put something the size of what's installed on Leucadia onto 101 and expect that
    volume of cars to pass thru and be efficient....
    90% of the population now doesn't know how
    to use the Leucadia correctly.....yield, doesn't mean stop.
    Sorry this is so lengthy...........
    Roundabouts aren't going to increase activity
    in this dead zone........just go simple......mimic
    what was done in downtown Encinitas......
    why is our City so enamored with roundabouts?
    They just have money burning in their pockets that
    they need to spend?
    Spend it on access points to allow neighbor to
    walk their kids to Paul Ecke school, etc. over
    the tracks......dog waste stations along Neptune
    Avenue.....tell the planes and helicopters to
    stop flying so low against the bluffs and our homes........
