Leucadians are in the school district so it is very appropriate. I like the idea of keeping the school. After all the densification that will happen downtown, we will need more parks as outlined in our general plan. I would like them more dispersed throughout Encinitas. Not one massive sports park in Cardiff and the rest of the City gets nothing. Whats up with that? Spread the green.
I like the idea of a park, but how can we afford it? Can we lease, with an option to buy at a future date? Sadly, these are not good times for the city to be spending another huge hunk of $$$, especially with the state coming at us with it's hand out.
What happened to the promise of getting the park for a reduced cost or for nearly free because of the Naylor act?

No way the council buys this for 10 million when they have several pocket parks, tot lots cottonwood creek park and D street park all within walking diistance of theis site. Not to mention The small park we call the ocean.
With the city passing on this the school will sell to a developer and the neighborhood will get a project far more intensive than it wants.

The school district is done working with the community (can you blame them after being trashed by the Naylor act keep it a park folks) and now the neighborhood will get to deal with a developer who does not give a crap about them or politics.

When public property subject to the Naylor Act is for sale, roughly 30% of the property is available at a reduced rate to another public entity. In this case it is $1.1M for 30% of the 2.8acre size of PV and full price for the rest for an estimated $10M total.
The school district doesn't want a school there. Another park would mean more special elections to figure out what to do with the park. Offer them 5 million. No one's gonna spend 10 mill on that land for a long time. Ask "the Lofts" dude. Then when the city gets it for 5 mill, build an art college / gallery / performance center for all arts. That would make money for the city and add some culture to Encinitas. A park regardless of what kind, would be another negative cash flow in perpetuity.

Put a regional sports field on the property. This city seems to think they owe one to the city of Carlsbad. Lights and loudspeakers would make it a pristine park. Maybe add a skate parks and swimming pool. We could name it "soccer by the sea regional sports park". Maybe, "Dalager soccer by the sea park". With no parking and lousy access it should go well with the other city plans.
Call it "We'd like to buy the park property, but we are spending all our money on idle staff"
When the development is down and community projects are nonexistent, why do we still have the loaded fat employee costs of yesteryear.
City Hall has nothing worthwhile to work on. If we cut a big chunk of the idle employees, we would have plenty of money to buy this little piece of property and money for other needed things in Town. Additionally, the pension costs are killing our City. Kill two fat birds with one stone.
Why spend the millions on employee costs when the workload is down? Lets use the money to buy some new park property and develop the Hall property.
If you council keeps our current fat employee level and doesn't fix the pension mess, there is no money for anything else. Period.
Wow. Did anyone see the webcast last night of the council discussion on Pacific View? Stocks said he didn't want to spend "thousands of dollars" to pursue the idea. Yet he voted to spent $10,000 for a satisfaction survey and $80,000 for a dysfunctional Chamber of Commerce.
Is money so tight at city hall that Stocks is afraid to spend even small amounts of money on looking into the purchase of the property? It sures looks like it. All the public speakers supported the idea.
Stocks also said he was going to the "dark side" on this issue. Jeez, I thought he was already on the dark side of everything.
I was amazed when Jerome asked if the Pacific View site was large enough for a baseball diamond or a soccer field. He just doesn't get that not everyone in this town wants a sports park! There are a lot of us that would enjoy a passive use park that would be a centerpiece for the town. Speakers suggested an artist colony, space for local musicians to play, picnic tables. The 1883 schoolhouse located behind Pacific View could be incorporated into the park...and act as a visitor's center since we all know how well the Chamber handled that. He also complained that the residents voted to buy the Hall property and now won't let it be developed. Waaah! Again...does he not get that a huge sports park is not on the top of everyone's list!? The city owns land that could potentially be swapped for the Pacific View site. Or, as one speaker suggested, sell the school district part of the Hall property. It's not going to be used any time soon. So, instead of a beautiful park for the citizen's to enjoy we're going to end up with another dense development forever changing the character of that neighborhood. Good going Jerome.

I may be wrong but I heard that the price was 1.1 million. I think the City can easily afford that.
