Sewer Service Charges Across Encinitas

There are disparities in sewer service charges across the City of Encinitas. The average ratepayer in Encinitas (ESD) and Cardiff Sanitation Districts (CSD) pays over twice what Leucadia Water District (LWD) ratepayers shell out. The maximum charge is the same as the average charge in Leucadia because they have a flat fee structure. Encinitas and Cardiff's charges are based on winter water usage.
The disparity can partially be explained by differences in decisions about how and when to achieve secondary sewage treatment. Those decisions, made decades ago, resulted in different financing routes and associated long term financial consequences.
Both ESD and CSD are now run by the Encinitas City Council. LWD remains an independent district with elected board members.

I live in Leucadia and do not pay sewer fees because I have a septic system. I know that many properties in Leucadia are on aa septic system.
ReplyDeleteWe had the opportunity to possibly collabrate with the Olvenhein Municipal Water District when the City was looking for a new public works facility. OMWD actually presented at a City Council meeeting. I was there. Unfortunately, our City Council did not like the idea. Maggie has stated that it was too expensive, although according to the people I have spoken to at OMWD, and the information that they sent me,says the cost never came up, as it did not get that far.So, we spent 11 million dollars on the Mossey property instead. The City Council members each get $100 every time they attend a San Dieguito Water District meeting. Prety sweet deal.

Stop the Big Brother government from controling us. What next from the sewer agencies-shutoffs they can use to block the sewer pipe from your house? It will be next. The California Energy Commission will consider granting utility companies the right to install remote controls on your heating and air conditioning. These controls would give the company the ability to lower or increase the temperature on your thermostat. The controls would be mandatory.

Jerome Stocks is our leader so if you guys don't watch it they are going to improve La Costa Blvd and put more orange sandbags on the railroad right of way. Part of the plan is to get all your trees first. Then you can't hide from all the cosmic rays.
If I was you I would get a lot of aluminum foil to make hats that block the cosmic rays and you can receive the messages of freedom.

OMWD facility is at the furthest corner oF Encinitas and outside of SDWD boundries. Please use you heads istead of your critical emotions. The ability to respond quickly to emergencies and not be a further burden on RSF Rd.traffic was a consideration.The Mossy location site is in the center of SDWD area and the most logical location for a facility plus it also houses fleet maintanance fo city/fire/sewer district and water district vehicles.

ReplyDeleteThe most logical place is not Mossy. The most logical place is behind the sheriff station. The second most logical place would have been somewhere in the vast Ecke Ranch when they rezone a trillion acres.
ReplyDeleteThere is too much contaminated soil behing the sheriffs office, the access road is much to narrow to accomadate all the city vehicles,It is out of SDWD boundries. The Ecke property is too big of a pain in the neck to try to obtain (NIMBY'S). THe city would have to build facilities to house offices etc... Mossy site has all of that even though it will require work as we all know it was not turn-key as Dalager had stated. The fleet maintanence for all vehicles mentioned by earlier writer frees up dollars that would have been spent o fire station #3 on Orpheus.

ReplyDeleteTonight council will be asked to approve a staff wage increase of over $1,000,000 and an undisclosed costs for increasing in perpetuity retirement again (Calpers from 7% to 8%).
The agreement was negotiated by Staff. What is the staff's incentive to lower the costs. What is council's incentive?
I hope some citizens and Council members have the balls to stand up and tell Council to quite giving away the future of our city to union wages.
The City should not be the biggest employer in our City.
If we weren't wasting so much money on deadwood employees union salary and benefits, we could use more than 3% of the City's revenues on Improvement Projects.
No wonder the City doesn't have money for any projects; the City Staff is bankrupting us.
The City Manager better prove his worth tonight and clearly explain why the City should just reject he increases. Is not like any of the deadwood are going to do less work or leave if they don't get the pay increase. And if they did. It would be good for each citizen!
If the City Manager goes along with this recommendation tonight; I would suggest council firing him for running our City into debt in the next few years.

ReplyDeleteThe public works yard did not need to be located within the SDWD, which comprises the western half of the city. The OWD is the eastern half of the city. The Mossy site is hardly a central location, as it is too far west.
ReplyDeleteThe county property behind the sheriff's station would have been a more central location. The property is contaminated, but the city is considering buying or leasing it to put in low income housing. Leasing from another government entity is no problem. The city leases half of the new library property from the county.
Phil Cotton is on record saying he does not want to expose city workers to buried contamination if excavation is necessary. This came up on the Ades and Gish property on Balour, where the developer was going to bury the toxins under the cul-de-sacs. The city wanted them buried under the houses. I guess Cotton thinks it's okay to expose low income people.
The Planning Commission voted 5 to 0 to require export of the contaminated soil on the Ades and Gish property to a certified landfill. At least some at the city have it right. The city council can still overturn this. Jerome Stocks and buddies just may do it.

politically civil service has to be reconsidered as an open and efficient system,far from the idea that FDR and his pals came up with in the depression.consider that we have a pay out of over $100,000 per day for overhead, no competition, a council that is cost blind and clueless about everything other than electioneering.civil service is the government from city hall to the class room .the burden is on any one who is on the outside.public employees limit public competition this is civil service welcome to Encinitas.
